Subject: Compass Pointe Sewer Permit Modification to Increase Flow Allocation
Dear Mr. Hunkele:
On behalf of the Compass Pointe Developer and Brunswick Regional Water and Sewer (H2GO),
Cape Fear Engineering, Inc. is requesting to modify the Compass Pointe Sewer Permit
(WQ#0033044) to increase the permitted flow allocation for the entire subdivision.
Currently the Compass Pointe project is only permitted for a total discharge of 93,800 GPD (440
residential units at 210 GPD and one amenity center at 1,440 GPD).
Previously the permitted flow was dictated by the capacity of two downstream pump stations.
These pump stations are the Lake Forest Village (WQ#0023704) and the Lincoln School
(WQ#0016854) pump stations.
Brunswick Regional Water and Sewer has recently completed construction of upgrades to the
downstream sewer system which has resulted in additional capacity and higher pumping rates
within the Compass Pointe Pump Station # 1.
Recent pump station data provided by Brunswick Regional Water and Sewer indicates that the
Compass Pointe Pump Station #1 is currently pumping at approximately 708 GPM which
equates to a total daily flow of 407,808 GPD (Peaking Factor = 2.5).
This proposed modification seeks to allocate an additional 313,580 GPD as shown below.

-.On behalf of the Compass Pointe Developer and Brunswick Regional Water and Sewer (H2 0},
Cape Fear 'Engineering, Inc. is requesting to modify fy the Compass Pointe Sewer Permit
(WQ#oo33044) to increase the permitted flow allocation for the entire subdivision.
Currently- the Compass Point * t is only permitted for a total d*e projec ischarge of 93,800 GPD (440
r idential units at,'210 GPD and on 440 GPD). Brunswick Countesie amenity center at I,
previouslyprovided a FTSE dated
008 for a total of 108,000 GPD from Compass Pointe
project.
Included in. this submittal is an updated FFSEfrom Brunswick County allocating an additional
17416.90 GPD for the Compass Mol"nte pro* This -orm shows that the downstream
jec t is FTSE f
system and treatment plant have sufficient capacity to handle the -additional flow. This -additional
allocation would result in a total permitted flow of 28.21690 GPD..
While this total flow i not s n sufficient t for all of the platted and planned l© within. the Compass
Pointe subdivision it should be adequate until such time that Brunswick County completes
additional upgrades to the downstream sewer and treatment flow -t plant to accommodate buildou
prof ections from. Compass Pointe..
This proposed modification seeks to allocate total flow within Compass Pointe as shown below:

subdivision to be permitted as -pail of WQ#0033044 instead of individual phase/sec tion. permits
to provide maximum flexibility for sales and marketing.
We understand that the number of active connections has not been well tracked and reported in
the past; however, we are happy to provide an updated' summary of active connections by with
each new permit submittal and can provide other regular updates as requested by NCDEQ.

As we discussed yesterday we originally wanted to request additional allocation equal to the flow rate of the Compass
Pointe pumps (additional 313,580 PD; however, the amount of allocation available from Brunswick County is limited
until they are able to install new 0-inch forcemain from Commerce Lift Station.
As a result we modified our allocation request as part of our additional information submittal dated 4/30 to only reflect
an additional 174,090 CPD to match Brunswick County FTSE. This additional allocation would bring the total flow from
Compass Pointe to 282,590 GPD which will cover existing connections, pending permits, and some future growth.
Also I have reviewed the pump station design with the 708 GPM pump rate. All minimum design criteria for cycle time;
velocities, etc. are met. If we can get the revised pump rate into this permit modification we can quickly certify and
provide asbuilt calculations after the permit is issued.
I have also reviewed the individual issuances of the WQ0033044 that are not listed as complete and noted the following:
February 20 2009 Modification Version 1.2 — Phase 1.A Section 2B
Our records shag that a final certification was submitted for this section in October 2013. We feel that this
could be listed as complete with the new issuance of the permit.
October 10 2008 Modification Version 1.1 - Phase 2 Section 2A & 2B
All of the gravity sewer associated with this permit has been installed and certified. The only permitted
infrastructure that has not been certified is the 3,260 LF of 10-inch forcemain for future use. This 10-inch line
was installed with the initial construction with the idea that at some point in the future sewer may be redirected
from the main pump station back towards the center of the site. In order to maintain flexibility for buildout
sewer configurations, especially since the developer is actively looking for other properties to buy around
Compass Pointe we need to keep the 10-inch line in the permit.

There is still a small section of.. 8-inch gravity that needs to be installed but all other gravity sewer is in. Similar to

Based on this additional, information, what is your anticipated schedule to issue the modification? We will want to
coordinate date with Christyn's issuance of the two low pressure permits so we can mitigate any delays in construction.
