We received comments from Kaarin Williams on your behalf regarding the FTSE Application that
was submitted on February 27t�, 2019. We offer the following responses:
On the FTA:
Phase: The permit shows you're requesting flow for the full buildout of 138 homes + pool
and clubhouse. Will the entirety of the infrastructure be installed at one time? This needs to be
specified on the permit application to show you're installing all the infrastructure but only building
53 homes at this time. The lot numbers will also need to be specified.
Response: The sewer system and pump station were designed for "full build out" to
include the entire subdivision and the future amenity center. The infrastructure will be installed
in phases, as the Owner sees fit, but there is no official phasing plan of how the lots will be
constructed.

On .behalf of Pender County Utilities, we are pleased to submit for your review a Fast Track Sewer
Extension Application. This subdivision project consists of approximately 8,528 LF of 8-inch gravity
sewer extension with 50 proposed manholes including one pump station in the development. There is
approximately roximately 1,440 LF of sanitary force main proposed that will discharge into the existing sewer on
Loblolly Trail northwest of Nandina Drive. The proposed sewer extension has been designed to handle
expected flows from all proposed facilities. This development will be served by the Pluris-Hampstead
Wastewater Treatment Plant. We have attached the following in support of the sewer system extension
application:
1. Two copies of the Fast Track Application and the Flow Tracking/Acceptance for Sewer Extension
Applications Forms FTA 04-16 and FTSE 04-16 and supporting documentation

Jensen's Coastal Plantation - Phase 4 Subdivision Project

Project Narrative
INTRODUCTION
Phase 4 of the Jensen's Coastal Plantation subdivision project is the last phase of expansion of a
well -established and well -maintained high -quality manufactured housing community designed
for citizens 55 years of age and older. The development started in 1982 and underwent expansions
in 1993 and 2005, with the most recent expansion (Nandina Drive) completed in 2010. In this
current expansion plan, Jensen Communities proposes to construct an additional 138 single-
family residential lots on the remaining ± 65.05-acre parcel (PIN 3292-39-3667-0000). The
subdivision is in Hampstead, NC (Lat: 34°22'41"N, Long.: 77°41'48" W). The project proposes an
extension of the sanitary sewer along Loblolly Trail including a new pump station.
SANITARY WASTEWATER
Residences in the project area contribute a design flow rate of 360 gpd. The clubhouse/fitness
center contributes 50 gallons per 100 square foot of the facility and the proposed pool has an
estimated 200 daily users contributing 10 gpd. The proposed facilities will be served by gravity
sewer and a single pump station. The pump station will provide service for 58 homes in the
subdivision. The pump station will be designed with a mobile standby power source available
for continuous operation. Refer to calculations in Appendix A for a summary of sanitary sewer
flows.
The sanitary sewer system discharges to the existing sewer manhole at the intersection of
Loblolly Trail northwest of Nandina Drive. This existing system eventually discharges to the
Pluris-Hampstead Wastewater Treatment Plant which has confirmed there is available capacity
to accommodate treatment of this development. There is a high priority line in the sanitary
sewer system between SSMH I-3 and SSMH I-2. This is an aerial sewer crossing the wetlands.
Sanitary sewer manholes are located outside of the 50-foot separation buffer for the wetlands.
The nearest downstream surface water feature is Old Topsail Creek, with stream index number
18-87-12 and classified as SA;HQW.
CONCLUSION
The proposed development at Jensen's Coastal Plantation has been designed in accordance with
the NC 2T rules. Extension of the sewer system will not create negative impacts to downstream
properties and will serve the new development sufficiently.
