Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site is currently a NC DOT Right Of Way along INC 904 where it crosses the AIWW. The area is mostly forested or open water. Uplands support loblolly pine, yaupon, wax myrtle, and some young live oak. Freshwater wetlands support a sparse canopy of black willow with some marsh elder in the shrub layer and cattails and soft rush in the herbaceous layer. Coastal wetlands support black needlerush and smooth cordgrass. The AIWW is open water. Adjacent land use is residential or undeveloped/forested north of the bridge and either commercial or undeveloped/forested south of the bridge. 4b. Explain the purpose of the proposed project:* The purpose of the project is to replace the existing water lines that are attached to the NC 904 bridge that cross the AIWW with a new line that is directionally drilled. This change is being made because the existing lines are difficult to maintain. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The applicant plans to install a 12" waterline under the Atlantic Intracoastal Waterway and its adjacent wetlands at the NC 904 crossing. The existing water lines are attached to the bridge, and are difficult to maintain. Therefore, these lines will be removed (by NC DOT) and replaced with the new 12" water line. The project will include: 2,350 LF of fusible 12" C-900 PVC waterline installed by directional drill under the waterway and its adjacent wetlands, 220 LF of 12" pressure class 350 ductile iron waterline installed by open trench in uplands, and 4 locations where existing waterlines will be abandoned related to NCDOT removal of the existing waterlines that currently hang from the bridge structure over the waterway. The directional drill will be a minimum of -52' in depth and will be below the existing bridge fender pile system. The new line will not provide additional capacity to the island and there will be no change in service area as a result of this project. The NC Natural Heritage Program database was reviewed to determine if rare species are known to occur within the project area. The American alligator, Atlantic sturgeon, West Indian manatee, loggerhead sea turtle, green sea turtle, and seabeach amaranth are known to occur within a one - mile radius of the site, likely within the AIWW or adjacent beaches. The project will avoid impacts to waters and wetlands by directionally drilling the water line, so no federally -listed species will be impacted by the project. Two waterlines will be removed from the bridge by NC DOT. It is unknown by the applicant if NC DOT has inspected the bridge for bat use. Consultation Documentation Upload 6.
