No: N/A Funding: ® State ❑ Federal Federal Permit Required? ® Yes ❑ No Permit Type: USACE (not specified) Project Description: NCDOT's Division 7 proposes to replace Pipe# 40 2134 carrying an Unnamed Tributary of North Buffalo Creek under McKnight Mill Road (SR 2835) in Guilford County. Pipe# 40 2134 is located about 270 feet south of the intersection of Hines Chapel Road (SR 2732) and McKnight Mill Road (SR 2835). The pipe was installed in 1984. Since Final Plans have not been developed yet, the Study Area for the project will be centered on the pipe location and measure about 150 feet wide (i.e. 75 feet from centerline) and about 264 feet from either side of the pipe location. A Permanent Drainage Easement (PDE) will probably be necessary on both sides of the road, but will be contained within the Study Area. Overall, the Study Area will encompass about 74,677 square feet (1.71 acres), inclusive of the existing roadway and structure to be replaced. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: This project was accepted on Wednesday, November 15, 2017. A map review and site file search was conducted at the Office of State Archaeology (OSA) on Friday, November 3, 2017. An archaeological survey has never been conducted at this particular location, and no archaeological sites have been recorded within one (1) mile of the project area. Digital copies of HPO's maps (Browns Summit and McLeansville Quadrangles) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb� were last reviewed on Wednesday, November 15, 2017. There are no known historic architectural resources located within or adjacent to the Study Area for which intact archaeological deposits would be anticipated within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive -type disturbances within and surrounding the Study Area. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE. Although this is a State -funded project, a Federal permit will be required. A permanent drainage easement (PDE) will be necessary; however, additional ROW should not be needed. The size and shape of the Study Area have been drawn in a way to capture any possible impacts beyond the NCDOT's existing 60-foot ROW. At this time, we are in compliance with NC GS 121-12a, since there are no eligible (i.e. National Register -listed) archaeological resources located within the project's Study Area that would require our attention. From an environmental perspective, the Study Area falls within a rural, residential area, is located on either side of an unnamed tributary within the Piedmont physiographic region of North Carolina, and consists primarily of three (3) soil types: Wehadkee silt loam (Wh), Enon fine sandy loam, 6-10% slopes (EnC), and Vance sandy loam, 10-15% slopes (VaD). Based on the somewhat poorly drained conditions along the drainage and the topography to either side, preservation of intact archaeological resources would not be anticipated under such environmental conditions. The Office of State Archaeology (OSA) has reviewed several projects within the vicinity of Pipe# 40 2134 for environmental compliance, including residential development (ERs 99-9006 and 02-10106), a sidewalk project (ER 04-0051), transportation improvements (ERs 01-7007 and 03-3577, and GS 92-0038), and two (2) pipe replacements underneath McKnight Mill Road (SR 2835) (ER 01-7890). Stating a low probability for intact and significant archaeological sites to be present, OSA did not require an archaeological survey for any of these projects including the two (2) pipe replacement projects underneath McKnight Mill Road (SR 2835), which happen to be located about 0.5 mile and 0.8 mile north, respectively, of the proposed pipe replacement. Within five (5) miles of the Study Area, NCDOT's Archaeology Group has reviewed eight (8) transportation -related projects for environmental compliance under the Programmatic Agreement (PA) with the State Historic Preservation Office (NC-HPO), none of which is located within one (1) mile of the proposed project. An archaeological survey was recommended for three (3) of these projects, based on the presence of previously recorded archaeological sites and well -drained, upland -like settings, conditions that do not exist within the currently proposed Study Area. No archaeological sites were recorded as a result of two of those projects; the third project is still pending. As with similar pipe replacement projects, ground -disturbing activities are typically confined to the Permanent Drainage Easement (PDE). In this instance, the PDE would be located in an area composed entirely of poorly drained soils (Wh). Given the limited nature of the Study Area beyond the existing ROW, the suspect soil conditions and topography within and along the drainage, and the fact that OSA reviewed a similar project just up the road and called for no survey, there is a low probability for significant prehistoric and/or historic archaeological materials to be present. Therefore, it is believed that the current Study Area, as depicted, is unlikely to contain intact and significant archaeological resources. No archaeological survey is required for this project. If design plans change or are made available prior to construction, then additional consultation regarding archaeology will be required. At this time, no further archaeological work is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's Archaeology Group.
