I'm not going to take JD on the feature within the project area. I think the feature prior to and in its current manipulation
was intermittent at best and so flashy that putting it in a pipe won't make much difference on what's happening now on
the downstream end. I do recommend some robust outlet protection though; it will be a fire hose with that amount of
fall over that distance.
