Project Description: NCDOT's Division 7 proposes to replace Pipe# 40 2221 carrying an unnamed
tributary of Polecat Creek under East Sheraton Park Road (SR 3426) in Guilford County. Pipe# 40 2221
is located about 0.6 mile east of the intersection of East Sheraton Park Road (SR 3426) and Randleman
Road (SR 1007) and consists of two (2) 84" corrugated metal pipes, 65' in length with concrete
headwalls. Since Final Plans have not been developed yet, the Study Area for the project will be centered
on the pipe location and measure about 150 feet wide (i.e. 75 feet from centerline) and about 400 feet
from either side of the pipe location. A Permanent Drainage Easement (PDE) will probably be necessary
on both sides of the road, but will be contained within the Study Area. Overall, the Study Area will
encompass about 115,016 square feet (2.64 acres), inclusive of the existing roadway and structure to be
replaced.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
This project was accepted on Friday, October 20, 2017. A map review and site file search was conducted
at the Office of State Archaeology (OSA) on Wednesday, October 25, 2017. An archaeological survey
has never been conducted at this particular location, and no archaeological sites have been recorded
within one (1) mile of the project area. Digital copies of HPO's maps (Pleasant Garden Quadrangle) as
well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Monday,
October 30, 2017. There are no known historic architectural resources located within or adjacent to the
Study Area for which intact archaeological deposits would be anticipated within the footprint of the
proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey
maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have
contributed to historic or prehistoric settlement within the project limits, and to assess the level of
modern, slope, agricultural, hydrological, and other erosive -type disturbances within and surrounding the
archaeological APE.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
Although this is a State -funded project, a Federal permit will be required. A permanent drainage
easement (PDE) will be necessary; however, additional ROW should not be needed. The size and shape
of the Study Area have been drawn in a way to capture any possible impacts beyond the NCDOT's
existing 60-foot ROW. At this time, we are in compliance with NC GS 121-12a, since there are no
eligible (i.e. National Register -listed) archaeological resources located within the project's Study Area

that would require our attention. Based on the description of the proposed project, activities will take
place beyond the NCDOT's existing 60-foot ROW along East Sheraton Park Road (SR 3426), most likely
within the area of the PDE. From an environmental perspective, the Study Area falls within a rural,
overgrown wooded section along East Sheraton Park Road (SR 3426) on either side of an unnamed
drainage, in the Piedmont physiographic region of North Carolina. The northern half of the Study Area
also consists of a water treatment facility, downstream from the reservoir and dam for Wood Lake. As
with similar projects, portions of the Study Area that would fall beyond the existing ROW because of a
PDE are composed of one (1) soil type: Enon fine sandy loam, 10-15% slopes (EnD), a well -drained soil
located on long, narrow side slopes. Based on the topography and industrial development, preservation of
intact archaeological resources would not be anticipated under such environmental conditions. The
Office of State Archaeology (OSA) has reviewed only one (1) project within the vicinity of Pipe# 40
2221 for environmental compliance, that being the Greybridge subdivision (ER 89-8415). At the time, no
archaeological survey was required for that project because it had already been started so it was cleared,
despite the fact the upland -like settings were to be impacted by the residential development. Within five
(5) miles of the Study Area, NCDOT's Archaeology Group has reviewed thirteen (13) transportation -
related projects for environmental compliance under the Programmatic Agreement (PA) with the State
Historic Preservation Office (NC-HPO), none of which is located within one (1) mile of the proposed
project. More importantly, no archaeological surveys were recommended for any of these transportation -
related projects, based on the limited nature of what was being proposed (i.e. not to extend beyond
existing ROW) and/or the degree of disturbance or erosion present within each Study Area. Given the
limited nature of the Study Area beyond the existing ROW and the suspect soil conditions and
topography within and along the drainage, there is a low probability for significant prehistoric and/or
historic archaeological materials to be present. Therefore, it is believed that the current Study Area, as
depicted, is unlikely to contain intact and significant archaeological resources. No archaeological survey
is required for this project. If design plans change or are made available prior to construction, then
additional consultation regarding archaeology will be required. At this time, no further archaeological
work is recommended. If archaeological materials are uncovered during project activities, then such
resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to
include notification of NCDOT's Archaeology Group.
