The reason for asking for them is based on the buffer use table; and the dimensions of the ditches existing vs. proposed. It affects whether it is considered allowable, or allowable with mitigation. It has sometimes been missed in the review process and we have been asked to remove them. We can discuss more if this is now needed by the permit agencies for review so our guidelines can potentially be modified. The contours are supplied on the wetland drawing plan sheets. Typically we do not show existing roadway ditch dimensions. They are shown in the roadway cross sections. The existing roadway ditches are V-Ditches with variable front and back slopes ranging from 2:1-4:1. 1 do not mind providing additional information that is needed if this explanation is not sufficient. For NCDWR to continue the review process, please provide the below additional information within 30- days. Your application is currently placed on hold until the additional information has been received. • Please show existing contours on Buffer Sheet 5; and provide the existing ditch dimensions [15A NCAC 02B .0267]. • Please provide additional information regarding avoidance and minimization of buffer impacts identified as Site No. 2 on the Riparian Buffer Impacts Summary sheet [(15 NCAC 02H .0506(f) and (g)]. This should include alternative designs and layouts (reducing and/or reconfiguring impacts to minimize disturbance to the proposed impacts at Site 2), or provide a detailed explanation of why the proposed impacts are the best available alternative. In our application we provided the attached documents which discuss the need for the onsite detour. From the Community Impact Assessment (CIA), it was noted that the detour was 11.2 miles long which is not feasible, especially when EMS and Fire are considered (with respect to response times). The proposed location for the onsite detour (north of the existing bridge) avoids the adjacent tributary which flows from West to East just outside the ROW of the existing road. If this onsite detour was shifted to the south side of the bridge, it would severely impact the other tributary that flows from East to West (in short, the other tributary would be mostly under fil). It was decided that from an impact avoidance 3 determination, clipping the buffer of a stream was preferable to taking out an entire system. Please let me know if you have any questions. April R.
