NCDWR has reviewed your application dated and received April 18, 2019. For NCDWR to
continue the review process, please provide the below additional information within 30-
days. Your application is currently placed on hold until the additional information has
been received.
• Please show existing contours on Buffer Sheet 5; and provide the existing ditch
dimensions [15A NCAC 02B .0267].
• Please provide additional information regarding avoidance and minimization of
buffer impacts identified as Site No. 2 on the Riparian Buffer Impacts Summary
sheet [(15 NCAC 02H .0506(f) and (g)]. This should include alternative designs
and layouts (reducing and/or reconfiguring impacts to minimize disturbance to
the proposed impacts at Site 2), or provide a detailed explanation of why the
proposed impacts are the best available alternative. In our application we
provided the attached documents which discuss the need for the onsite
detour. From the Community Impact Assessment (CIA), it was noted that the
detour was 11.2 miles long which is not feasible, especially when EMS and Fire
are considered (with respect to response times). The proposed location for the
onsite detour (north of the existing bridge) avoids the adjacent tributary which
flows from West to East just outside the ROW of the existing road. If this onsite
detour was shifted to the south side of the bridge, it would severely impact the
other tributary that flows from East to West (in short, the other tributary would
be mostly under fil). It was decided that from an impact avoidance
determination, clipping the buffer of a stream was preferable to taking out an
entire system.

STIP Project B-5349 is located in southwest Burlington. Land uses adjacent to the bridge include Martin Marietta Quarry
in the northeast quadrant and forest in the other three quadrants. 1-40/1-85 is approximately one mile north of the bridge.
Huffman Mill Road is one of few connections over Mackintosh Lake, and connects eastern Guilford County with
Burlington. Major destinations in southern Burlington include the Alamance Regional Medical Center and several
business and commercial centers.
Notable Characteristics
■ Several small active farms are in the Direct Community Impact Area (DCIA) and along the closest available detour
route.
■ The Direct Bridge Impact Area (DBIA) is covered under the Cape Fear River Basinwide Water Quality Plan.
■ The Burlington -Graham MPO CTP identifies existing bicycle facilities on Huffman Mill Road, although bike routes are
not marked on the road. Local planners noted that pedestrians and bicyclists cross the bridge on Huffman Mill Road.
■ Four school buses cross the bridge each day.
■ Alamance Regional Hospital is approximately 1.3 miles north of the bridge, adjacent to the DCIA. Ambulances cross
the bridge to access the hospital, especially from eastern Guilford County.
■ Martin Marietta Quarry is northeast of the bridge and Thompson Arthur Paving & Construction is southeast of the
bridge. A secondary gravel driveway accessing the quarry is approximately 500 feet north of the bridge in the
northeast quadrant. Large trucks cross the bridge to access these two sites.
■ Census data does not indicate a notable presence of populations meeting the criteria for Environmental Justice within
the Demographic Study Area (DSA) nor were minority or low income communities observed within the DCIA during
the site visit.
■ Census data does not indicate Limited English Proficiency (LEP) populations meeting the US Department of Justice
LEP Safe Harbor threshold but does indicate a Spanish-speaking population exceeding 50 persons within the
Demographic Study Area that may require language assistance.
Potential Project Impacts
■ Closing the bridge during construction, which will require a 11.2-mile detour, will have a major effect on access to
Martin Marietta Quarry and Thompson Arthur Paving & Construction. It will affect accessibility to Alamance Regional
Medical Center.
■ Alamance-Burlington School System staff is concerned that road work will create difficulties for students to access
bus stops and for buses to turn around.
■ Closing Huffman Mill Road during construction would have a major impact to emergency response services. This is a
major EMS route to the Alamance Regional Medical Center. Fire response would be delayed, although coordination
with neighboring units will help minimize impacts to fire response.
■ No notably adverse community impacts are anticipated with this project and no Environmental Justice populations

appear to be affected; thus, impacts to minority and low income populations do not appear to be disproportionately
high and adverse. Benefits and burdens resulting from the project are anticipated to be equitably distributed
throughout the community, and no denial of benefit is expected.
Findings and Recommendations
• Because notable Spanish-speaking populations requiring language assistance are located within the DCIA, the
Bridge Project Planning Engineer should consult with NCDOT Public Involvement to determine appropriate measures
assuring meaningful public involvement to satisfy the requirements of Executive Order 12898.
• It is recommended that the Bridge Project Planning Engineer coordinate with the NCDOT Division of Bicycle and
Pedestrian Transportation to determine the necessity for integrating bicycle/pedestrian facilities into the bridge design
and/or maintaining bicycle/pedestrian access during construction.
• It is recommended that the Bridge Project Planning Engineer evaluate alternatives that utilize a temporary on -site
detour. Huffman Mill Road is the primary route for eastern Guilford County residents to access Alamance Regional
Medical Center, and is one of few routes across Mackintosh Lake. It also provides access to Martin Marietta Quarry
and Thompson Arthur Paving & Construction. The closest available detour route is 11 miles long.
• It is recommended that the Bridge Project Planning Engineer ensure access is maintained for farm equipment and
impacts to agricultural operations are minimized during construction.
• It is recommended that Alamance County Emergency Medical Services be contacted at least one month prior to road
closure to make the necessary temporary reassignments to primary response units.
• It is recommended that in order to have time to adequately reroute school buses and address school bus stop
concerns, Alamance-Burlington School System be contacted at least one month prior to road closure.
• It is recommended that Alamance Regional Medical Center, Martin Marietta Quarry, and Thompson Arthur Paving &
Construction be contacted at least one month prior to road closure.
The replacement bridge will not permanently alter traffic capacity or travel patterns, reduce travel time, affect access to, or exposure of, adjacent
parcels, or create new transportation or land use nodes. Due to its minimal transportation impact causing activities this project will neither influence
nearby land uses nor stimulate growth. Therefore, a detailed indirect and cumulative effects study will not be necessary.

The Burlington Pedestrian Master Plan (2012) recommends the addition
of sidewalks on Huffman Mill Road from the intersection of University

Burlington: No. Close proximity to water supply watershed, so development restrictions are tighter (2 acre
❑ minimum on Alamance County side, may provide density bonuses on Burlington side). Bridge itself is not in
watershed. Creek empties out on other side of lake (not part of watershed). Quarry also owns large parcels
(several hundred acres). Not a lot of developable land.
Based on your knowledge of the project area, do you have any concerns with the condition/capacity of
potential detour routes, or the location of resources along these routes?
Alamance Co: Very concerned about closing Huffman Mill Road during construction. That is primary access to
hospital, and there is no other good detour road.
® Burlington: Could use Kirkpatrick instead of Grand Oaks, but does not have signalized intersection. Would like
NCDOT to consider on -site detour or staged construction to minimize time road is closed. Primary route into
southwest part of Burlington (hospital, employment) from eastern Guilford County. Commuter route and access
to hospital. Every day, including weekends. Also, truck traffic at quarry will find detour difficult. Also there is a
park right up the road.

❑ High impact because primary route to hospital. One of the more highly developing areas in county, so
traffic will likely be higher in 5 years. Long detour. Major EMS route to hospital and fire. Cuts one of
the fire districts in half, so higher impact on upper Pond Road area. Will need to make arrangements
to neighboring with adjacent units, but still will delay their response.

No, US 62 is a great route.

It is recommended that the Bridge Project Planning Engineer evaluate alternatives that utilize a
