Hydrographs (2018) Lower Cape Fear Umbrella Mitigation Bank - Sneeden Tract Year 5 Annual Monitoring Report (May 2019) 1.0 PROJECT OVERVIEW A. Introduction Construction of the Sneeden Tract (441 acre project area) portion of the Lower Cape Fear Umbrella Mitigation Bank was initiated in March 2014. The overall tract boundary is depicted in Figures 1 and 2. The project includes approximately 2,441 linear feet of first -order stream restoration and 0.5 acre of riparian (riverine cypress -gum swamp) wetland restoration. The project also includes 427 acres of riparian wetland enhancement and preservation, 1,843 linear feet of first -order stream preservation, and 366 linear feet of zero -order stream preservation. Restoration activities included earthwork (causeway removal and grading of natural channel connection); planting of characteristic riparian wetland vegetation; and the installation of monitoring devices. Removal of the causeway was authorized under a CAMA Major Permit issued by the NC Division of Environment and Natural Resources (DENR) with attached conditions (issued August 13, 2012), Nationwide Permit 27 issued by the U.S. Army Corps of Engineers (USACE) with attached conditions (issued August 13, 2012), and the NC Division of Water Quality (DWQ) 401 Water Quality Certification with attached conditions (issued June 26, 2012). The Lower Cape Fear Umbrella Mitigation Bank is intended to provide suitable, high-quality wetland mitigation for authorized impacts within the Lower Cape Fear River Basin (Cataloging Unit 03030005). B. Mitigation Goals and Objectives The objective of the Lower Cape Fear Umbrella Mitigation Bank is to provide for the functional restoration and ecological up -lift of wetland and stream habitat via the re-establishment of characteristic hydrologic conditions and vegetative assemblages. It is anticipated that a number of key wetland functions and values will be restored including floodwater retention/abatement, sediment retention, nutrient transformation, and increased habitat connectivity. The entire project offers the opportunity to restore, enhance, and preserve riparian and non -riparian wetland and stream habitat. The Sneeden Tract provides a rare opportunity to restore the flow regime of a tidally -influenced freshwater stream and preserve a large expanse of rare and vulnerable tidal freshwater swamp forest. Lower Cape Fear Umbrella Mitigation Bank — Sneeden Tract Year 5 Annual Monitoring Report (May 2019) C. Project Implementation Restoration activities were initiated in March 2014. Earthwork consisted of causeway removal and the grading of a natural channel connection. Grading work required the construction of a temporary diversion ditch to allow for removal of the road to be conducted during drier conditions. The channel at the location of the causeway was graded to 3:1 slopes to tie to existing grades on both the upstream and downstream sides. The existing corrugated metal pipe was also removed. Riparian wetland restoration areas (in the footprint of the removed causeway) and riparian wetland enhancement areas (upgradient from the removed structure) were planted with characteristic swamp forest species. Planting was conducted in 2014. All planting activities were supervised by environmental scientists from Land Management Group, Inc. (LMG). Species planted included bald cypress (Taxodium distichum) and Atlantic white cedar (Chamaecyparis thyoides). As part of the implementation of the restoration project, LMG installed a total of twelve (12) automated water level monitoring gauges (RDS, Inc. WM-40s & WM-80s) within the 20 -ac riparian wetland enhancement/first-order stream restoration area (Figures 3A, 313, and 4). Of the twelve (12) monitoring gauges, two (2) are located within the riparian wetland restoration area (in the footprint of the removed causeway). A total of four (4) automated gauges have been installed along the restored first -order stream channel. An existing gauge located immediately downstream of the causeway has been left in place to document the tidal signature at the point immediately below the stream restoration reach. Three (3) gauges were installed upstream to document the extent of tidal influence post -construction. These gauges (in conjunction with riparian wetland wells) document the restoration of characteristic hydroperiods. Shallow groundwater hydrology in the riparian wetland enhancement areas is monitored via six (6) automated wells. At the request of the Interagency Review Team (IRT), an additional reference well was installed on June 9, 2016 in the swamp forest adjacent to restoration gauge R2. This reference well was installed to document shallow ponding characteristics at the upper extent of the removed causeway. Lower Cape Fear Umbrella Mitigation Bank — Sneeden Tract 2 Year 5 Annual Monitoring Report (May 2019) 2.0 MONITORING REQUIREMENTS A. Riparian Wetland Restoration Success Criteria Given the size of the causeway removed and the relatively small area of planting, no permanent vegetation plots were established per the restoration plan. The area is monitored for the presence of invasive species. Percent coverage of any invasive species is reported relative to the relative abundance of other species (either planted or volunteers) within the area of the former causeway. Note that invasive species include, but are not limited to: (1) Chinese privet (Ligustrum sinense); (2) mimosa tree (Albizia julibrissin); (3) tallowtree (Triadica sebifera); (4) kudzu (Pueraria montana); and (5) morning glory (Ipomoea spp.). The success criteria of the restored riparian wetland will be: (1) Invasive species not to exceed 20% relative abundance compared to other planted or volunteer noninvasive shrubs/trees. Note that red maple (Acer rubrum) and sweet gum (Liquidambar styraciflua) are not to be considered invasive for the purpose and intent of this success criterion. If invasive species exceed 20% relative abundance, then adaptive management measures (through coordination with the IRT) will be implemented. (2) For the riparian (riverine) swamp community, the hydrologic criterion will be the establishment of a static water table at, or within, 12" of the soil surface for 25% of the growing season (equivalent to 76 days based upon a growing season between February 1st and November 30t")l during periods of normal precipitation conditions. B. Stream Restoration and Wetland Enhancement Success Criteria Monitoring of the restoration and enhancement areas is focused on the documentation of free- flowing conditions within the system. Hydrology data has been collected in the stream channel and adjacent riparian wetlands targeted for enhancement. This information provides the baseline data from which to evaluate post -construction results. 1 Growing season based upon direction of IRT. Lower Cape Fear Umbrella Mitigation Bank — Sneeden Tract 3 Year 5 Annual Monitoring Report (May 2019) The primary success criteria for the Stream Restoration are: (1) Demonstration of tidal signature (increased amplitude with semi-diumal frequency) upstream of causeway to be removed (anticipated signature up to 1000 ft beyond causeway); (2) Documentation of free-flowing conditions (relative to pre -construction data and reference stream data) and documentation of removal of impounded waters; (3) Demonstration of stable channel geometry; and (4) Establishment of characteristic geomorphologic heterogeneity (riffle, pool, and run) beyond the limits of the restored tidal influence as identified via physical monitoring. The primary success criterion for the Riparian Wetland Enhancement is: (1) The hydrologic criterion will be the establishment of a static water table at, or within, 12" of the soil surface for 25% of the growing season (equivalent to 76 days based upon a growing season between February 1St and November 301h) during periods of normal precipitation conditions. All wells must show a daily tidal signature for the entire growing season (February 1St and November 301h) during periods of normal precipitation. Periods of failed daily tidal signatures outside of normal precipitation must not exceed 14 consecutive days. 3.0 MONITORING RESULTS (YEAR 5 A. Summary of Precipitation Regional drought indices, including the Palmer Drought Index and the North Carolina Division of Water Resources (DWR) Drought Status Maps, were examined to interpret precipitation patterns and predicted subsurface water storage conditions relative to long-term climatic data. In particular, the Palmer Hydrological Drought Index maps depict hydrological (long-term cumulative) drought and wet conditions, which more accurately reflect groundwater conditions. Based upon the 2018 Lower Cape Fear Umbrella Mitigation Bank — Sneeden Tract 4 Year 5 Annual Monitoring Report (May 2019) index maps, the Brunswick County area of North Carolina exhibited normal groundwater conditions on a monthly basis in January through August. The area was considered to be moderately moist in September and November. Groundwater conditions were considered to be extremely moist in October and December. The Palmer Hydrologic Drought Index maps for 2018 are included in Appendix B. The NC Drought Status Monitoring Program compares existing data to long-term (1965-2013) climatic conditions for well data, stream baseflow data, and combined well and baseflow data. Contoured percentile data (30th/70th percentiles) are graphically displayed on monthly drought images. Based upon these maps, subsurface storage (i.e. groundwater) conditions were considered normal during February through March, August, and October through November. Subsurface storage conditions were considered above normal during January, April through July, September, and December. The NC DWR Drought Status Maps for 2018 are included in Appendix C. The nearest rain gauge (Wilmington International Airport — KILM) documented variable rainfall conditions throughout the year. Local rainfall data for the entire year are included on the hydrographs in Appendix D. Rainfall conditions were considered normal during early and late January, mid-February, early and late March, mid-April, a brief period in mid-May, a brief period in early July, late August, and late October through mid-November. Rainfall conditions were generally below normal (<30th percentile) for a brief period in early January and late February, a brief period in late March to early April, early September, and mid to late October. Precipitation was generally above normal (>70th percentile) for an approximate one-week period in mid-January, late January through mid-February, late April through early May, late May through early July, mid- July through late August, mid-September through mid-October, and mid-November through late December. Total rainfall for the year was 102.53 inches.2 According to the WETS long-term climatic data, mean annual rainfall for Wilmington, NC is 57.05 inches (with a 30% of having less than 53.07 inches of annual precipitation and a 30% chance of having more than 60.60 inches of 2 The total annual rainfall of 102.53 inches includes 23.62 inches of recorded rainfall from Hurricane Florence over a 5 day period (September 12 through September 16). As a result, the 2018 calendar year is considered above normal for precipitation based upon data from the Wilmington International Airport (NC) CRONOS station. B. Riparian Wetland Restoration Planted seedlings of the restored riparian wetland area (in the location of the former causeway) exhibit strong vigor and low mortality. No invasive species were noted within the restored riparian wetland during multiple site visits. The area will continue to be monitored for the presence of invasive species. If any invasive species are documented, then appropriate contingency measures will be discussed. Refer to Appendix A for photographs of current site conditions. As indicated above, two (2) automated water level gauges were installed within the restored riparian wetland due to the relatively small size of the area. Both of these gauges exhibited hydroperiods of greater than 25% of the growing season (the hydrologic success criterion for riparian wetland restoration). Gauges R1 and R2 exhibited a water table within 12 inches of the soil surface for the entire year in 2018. The restored marsh in proximity to Gauge R1 exhibits characteristic diurnal tidal amplitudes (ranging from 20 to 40 inches depending upon tide and wind conditions). Gauge R2 also exhibited diurnal tidal exchange (though with less tidal amplitude due to its distance from the tidal creek). An additional reference gauge was installed in the undisturbed swamp forest area adjacent to Gauge R2 in June of 2016 at the request of the IRT. This gauge was installed to evaluate if underlying material from the removed causeway could be restricting hydrologic discharge at Gauge R2. The reference gauge of the undisturbed swamp forest and Gauge R2 exhibit nearly identical hydroperiods, indicating that tidal swamp forests can have naturally -occurring increased surface water storage for prolonged periods of time (particularly in areas located further away from creeks or drainage outlets). Refer to Table 1 for a summary of the hydrologic data for the riparian wetland restoration wells. Hydrographs for the 2018 monitoring season are provided in Appendix D. C. Riparian Wetland Enhancement As indicated above, six (6) automated water level recorders were installed within the riparian wetland enhancement area. All of these gauges exhibited wetland hydroperiods (groundwater Lower Cape Fear Umbrella Mitigation Bank — Sneeden Tract 6 Year 5 Annual Monitoring Report (May 2019) levels within 12 inches of the soil surface) for greater than 25% of the growing season (the hydrologic success criterion for riparian swamp forest enhancement) during periods of normal precipitation conditions. While all of the enhancement gauges exhibited tidal influence with surface waters generally receding daily with each tide, there were isolated days (particularly in February) in which tidal amplitudes were more muted in certain gauges. Periods of failed daily tidal signatures outside of normal precipitation did not exceed 14 days. Refer to Table 2 for a summary of the hydrologic data for the riparian wetland enhancement wells. Hydrographs are provided in Appendix D. There were instances during more extreme rain events (e.g. subsequent to a 24 -inch rain event in September) when larger surface water inflows resulted in high water levels in the swamp forest for longer periods of time. In general, however, surface water storage ranged between 0 and 6 inches within the tidal swamp forest. This shallow inundation is characteristic of tidal swamp forests particularly in areas located greater distances from tidal channels or creeks as evidenced by the data collected for the reference well installed in the natural, undisturbed swamp forest downstream of Gauge R2. Data from the reference gauge demonstrate that tidal swamp forest areas can exhibit nearly continuous shallow inundation. In the case of the reference gauge, surface water generally does not recede below 6 inches in depth prior to the next tidal inflow (i.e. flood tide). A combination of conditions (including distance from tidal drainage features, elevation, surface roughness, and other surface water inputs such as precipitation and freshwater inflows from upstream) increase the duration and extent of surface water storage between flood tides. Prior beaver activity has been documented within the tidal channel. Several beavers were caught and removed from the project area at the beginning of the growing season in 2015. No new beaver activity was documented on site after the removal; though there were smaller, relict dams identified and subsequently removed from the upper portion of the channel during late 2015 and March / May of 2016. During the 2017 monitoring year, suspected new beaver activity was documented. In November of 2017, several small dams were removed during the annual channel clearing. In December of 2017 LMG contracted with Mr. Jimmy English, a wildlife removal expert, regarding the smaller relict dams and potential new beaver activity. It was determined that minimal Lower Cape Fear Umbrella Mitigation Bank — Sneeden Tract 7 Year 5 Annual Monitoring Report (May 2019) new beaver activity was present and was not deemed substantial enough to warrant trapping and removal. Mr. English further stated that adolescent beavers will continue to explore the stream channel and construct `test dams' to determine if the channel is suitable for a larger, more extensive dam. However, due to the removal of the causeway, subsequent daily tidal flooding, and low floodplain, Mr. English believes that the habitat is no longer suitable for a permanent beaver colony. In November of 2018, three small `test dams' were removed during the annual channel clearing. LMG will continue to perform annual channel assessments and remove any minor new dams or channel debris. Photo documentation of beaver dam and channel debris removal activities are depicted in Appendix A. Locations of beaver dams that were removed are included on the gauge location map (Figure 4). Vegetative species diversity in the enhancement areas increased significantly during 2015 through 2018 subsequent to the removal of the causeway. The emergence of herbaceous volunteer species are included but not limited to: Spartina cynosuroides (big cordgrass), Cyperus strigosus (flatsedge), Juncus effuses (soft rush), Pontederia cordata (pickerel weed), and Persicaria hydropiperoides (smartweed). Pre and post construction vegetation photos in the enhancement areas are provided in Appendix A. Stream Restoration As indicated above, four (4) automated water level recorders were installed along the stream restoration channel (C1-C4). The three (3) gauges located furthest downstream (Cl, C2, and C3) are located within the stream channel. These gauges clearly exhibited tidal influence on the hydrographs (Appendix D). The gauge located furthest upstream (C4) was initially located within the riparian wetland enhancement area approximately 75 ft. from the stream channel. This gauge exhibited periodic and relatively low -amplitude tidal influence. On March 24, 2015, C4 was moved to the stream channel to better represent tidal influence. The tidal signature is more pronounced at C4 after its relocation to the stream channel. As expected, the tidal signature was most pronounced at the gauge located immediately downstream of the removed causeway (Cl) and at the gauge located immediately upstream of the removed causeway (C2) (with a mean tidal amplitude of approximately 40 inches at both gauges). The tidal signature was less pronounced as a function of distance upstream. However, tidal signatures were observed at all four gauges (including C4 which is now located in the stream channel approximately 2,475 If from the former causeway). Overbank flooding has been observed onsite and documented via the stream gauges. The three (3) gauges located furthest downstream (Cl, C2, and C3) exhibited daily periodic overbank flooding consistent with strong tidal influence. Gauge C4 exhibited water levels above the stream top of bank until the May 2016 dam and channel debris removal effort, after which Gauge C4 then exhibited daily periodic overbank flooding events consistent with a dampened tidal influence. Gauges C3 and C4 responded to flood tides similar to gauges C1 and C2. However, ebb tides did not drain the stream channel at Gauge C3 as effectively as at Gauges C1 and C2, and to a lesser extent at Gauge C4. After its location was moved on March 24, 2015, and the dam removal and channel clearing efforts completed in March and May of 2016, Gauge C4 responded to flood tides similar to C1, C2 and C3. As discussed in the riparian enhancement section above, there was no new beaver activity identified along the length of the reach subsequent to beaver removal in early 2015, but several small, relict beaver dams were removed in late 2015 and March / May of 2016. Several small dams were discovered during the 2017 and 2018 monitoring years. The new dams and various channel debris identified in the upper stream reaches were subsequently removed in November of 2017 and 2018. LMG will continue to perform annual channel assessments and remove any minor new dams or channel debris. Free-flowing conditions have been observed and documented within Lower Cape Fear Umbrella Mitigation Bank — Sneeden Tract 11 Year 5 Annual Monitoring Report (May 2019) the stream. In November of 2017, the stream channel was sampled for invertebrates by Mr. David Penrose of Penrose Environmental and LMG staff. Several species of aquatic invertebrates were documented in the stream substrate including various Crustaceans and Mayflies. The presence of Mayfly larvae were of particular interest because they are dependent on free-flowing conditions to survive. Photographs of stream sampling and aquatic invertebrates are found in Appendix A of the 2017 monitoring year report. Removal of the causeway has resulted in hydroperiods of a duration and amplitude consistent with first - order streams. In addition, tidal signatures are evident over 3,000 I.f. upstream of the former causeway. This exceeds the extent of tidal influence projected during pre -project evaluations. 4.0 CONCLUSION Hydrologic data confirm the re-establishment of hydrology characteristic of the target habitats across the site as a result of the earthwork completed during 2014. Removal of the causeway has resulted in the connection of tidal freshwater stream and riparian wetland areas to the Cape Fear River. There has been a discernible hydrologic response indicating the restoration of key hydrologic functions relating to floodwater abatement and nutrient recycling within the system. There has also been a positive vegetative response since the enhancement areas are no longer deeply ponded throughout the year. The restored and enhanced riparian wetlands exhibited characteristic wetland hydroperiods for riverine and small stream swamp (riparian) communities. All of the wells exhibited wetland hydroperiods in excess of the 25% growing season criterion and displayed varying degrees of tidal influence subsequent to the removal of the causeway. Minimal new beaver activity was observed during the 2018 monitoring season. A wildlife removal expert was consulted in 2017, and minor new dams were removed. Additionally, all of the smaller, relict dams and channel debris within the stream have been removed. Increased tidal signatures relative to pre -construction conditions were documented well upstream of the removed causeway. The restoration wells exhibit characteristic, tidally -influenced riverine hydrology. Planted stems of bald cypress are growing well with relatively low mortality. In addition, no invasive species were observed within the planted restoration area. Lower Cape Fear Umbrella Mitigation Bank — Sneeden Tract 12 Year 5 Annual Monitoring Report (May 2019) Overall, it is believed that the wetland restoration and enhancement areas are achieving the targeted hydrologic conditions and vegetative assemblage. Additionally, the restoration of tidal flow has resulted in the re-establishment of characteristic vegetation and aquatic invertebrate assemblages. Per the credit release tables (and upon concurrence by the IRT), this report (Year 5) concludes the wetland restoration and enhancement monitoring for this site.
