Subject: REQUEST FOR ADDITIONAL INFORMATION
Asheville Airport Apron Expansion
Dear Mr. Bleiweis:
On March 28, 2019, the Division of Water Resources — Water Quality Programs (Division) received your
application dated March 22, 2019, requesting an Individual Water Quality Certification from the Division
for your project. The Division has determined that your application is incomplete and cannot be
processed. The application is on -hold until all of the following information is received:
1. If the U.S. Army Corps of Engineers (USACE) requests a response to any comments received as a
result of the Public Notice, please provide the Division with a copy of your response to the
USACE. [15A NCAC 02H .0502(c)]
2. Please provide more details regarding avoidance and minimization for the impacts associated
with the proposed Apron Expansion. The current on-site alternatives analysis and avoidance
and minimization analysis is inadequate to document that the activity cannot be practically
accomplished, reduced or reconfigured to better minimize disturbance to the streams and
wetland. Specifically provide clear and concise siting criteria with explanations. Please provide
detailed information on how the size of the Apron Expansion has been determined and justified.
In addition, you indicate that the Apron Expansion must be located adjacent to the existing
terminals, but you do not provide further explanation of this requirement, nor do you identify
the existing remain overnight (RON) location on any of the provided Figures. Please also note
that options have been eliminated from your alternatives analysis for reasons that do not match
your stated criteria You note there are other projects to consider however you do not supply a
master plan and indicate whether the Apron Expansion was identified in a previous master plan.
In addition, you eliminate alternatives due to other infrastructure currently within that location,

however, there is existing infrastructure present within your preferred alternative. [15A NCAC
02H .0506(f) and (g)]
3. Please address secondary and cumulative impacts for this project. It appears that the Apron
Expansion will be constructed in an area already partially devoted to parking. Please detail how
the airport will address this loss of parking. [15A NCAC 02H .0506(b)(4)]
4. Please ensure that all figures and site plans use the same references/terminology to refer to the
stream segments on site. Currently documents refer to SA/SB and S1/S2.
5. Please provide a detailed site plan and construction sequence for the proposed project, all site
impacts such as, but not limited to, temporary access roads, erosion control measures,
permanent grading limits, impervious surfaces, retaining walls, and any proposed stormwater
facilities associated with this project. The proposed conceptual plans for the project are
insufficient for the Division to review the project for compliance with 15A NCAC 02H .0502.
6. Please provide a detailed engineering plan, profile view, and cross-section of all proposed
impact areas. These drawings must include all impacts such as, but not limited to, temporary
access roads, erosion control measures, permanent grading limits, impervious surfaces,
retaining walls, and any proposed stormwater facilities associated with this project. These
drawings must also include construction/engineering details regarding stream alignment in
relation to pipe alignment, pipe slope, pipe burial, dissipater pad requirements, and temporary
dewatering design and impacts. [15A NCAC 02H .0502(b)]
Please note that a complete review of the project could not be conducted at this time based on the lack
of information submitted. Upon receipt of the requested information, additional requests may be
necessary to determine compliance with all appropriate state regulations.
Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested
information for the proper consideration of the application. Please respond in writing within 30
calendar days of receipt of this letter by sending one (1) copy of all of the above requested information
to the 401 & Buffer Permitting Branch, 1617 Mail Service Center, Raleigh, NC 27699-1617 OR by
submitting all of the above requested information through this
link: https://edocs.deg.nc.gov/Forms/Supplemental-Information-Form (note the DWR# requested on
the link is referenced above).
If all of the requested information is not received within 30 calendar days of receipt of this letter, the
Division will be unable to approve the application and it will be returned. The return of this project will
necessitate reapplication to the Division for approval, including a complete application package and the
appropriate fee.

Please be aware that you have no authorization under the Water Quality Certification Rules for this
activity and any work done within waters of the state may be a violation of North Carolina General
Statutes and Administrative Code.
