Dear Ms. Johnson:
The PERCS Unit of the Division of Water Resources has reviewed the updated Headworks Analysis (HWA)
for the Fourth Creek WWTP. The updated HWA was submitted due to POTW's receipt of recently issued
NPDES Permit, dated March 1, 2019. HWA was initially received March 8, 2019, followed by more
information received on May 6, 2019.
The Division concurs with the updated information and HWA calculations for all pollutants, with the
observation outlined below:
1. Copper Over Allocation: It appears that Allocation Table (AT) is currently over allocated with copper
due to new copper limit in the NPDES permit. PERCS is approving this HWA with copper over
allocation, with the recommendation that the POTW reviews IUP limits and average discharge data to
resolve the copper over allocation.
Please note that POTW's next updated HWA is due by July 1, 2022, per HWA letter, dated October 27,
2017.
