The North Carolina Division of Water Resources conducted an inspection of the Warsaw Sanitation
Trailer Wash Facility on 3/29/2019. This inspection was conducted to verify that the facility is operating
in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0023310. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Inspection Summary:
This facility is a 2 bay truck wash facility with a SWECO system. The SWECO system removes grit,feed,trash, and
sawdust from the water and is taken to landfill. Pictures taken during inspection. Irrigation, soil records,calibration,
freeboard records, maintenace and waste analysis records were reviewed electronically and at another visit on 4/12/19.
Derek Brown assisted by being onsite representative during inital site visits.
Total flow for year of 2018 at the facility was 2,630,300 gallons. This is tracted through water usage at the facility.
Crops were Fescue and Row crops. It is suggested that hay fields need some weed control but site is well maintained. Soil
records dated 11/2018. Freeboard was 37 inches. No bypasses since 2016. Calibration dated 8/28/2018. Some
maintenance logs for the facility were reviewed.
GW-59 records indictaed some Nitrate levels above the required 10 mg/I three times a year on MW 1 R and MW 3R.
Upon reviewing irrigation records,there was no pumping since 2013 on the the most western pull "H". On the"G"pull, only
1 pumping event on 4/20/2018, of 10 Ibs of PAN, and 4 events in 2017. It seems unlikely that irrigating events from the
facility would be the root cause of the nitrate levels in the wells. Both of these wells are adjacent to row crop farming in the
same field, in which fertilizing these fields through other fertlizing efforts of row cropping may be a more reasonable source.
Suggest quality control checking during third parties sampling and adjusting the fertilizing methods of the row cropping in
these areas. We will continue to track and monitor Nitrate exceedences in the wells. Geoff Kegley is our Hydrogeologist in
the Wilmington Regional Office(910-796-7328)who can assist with these issues moving forward and provide insight.
Updating the map of this facility and the disposal area is needed to show new ownership of the western "row crop"
irrigation zones if it has changed. Permit is up for renewal currently and the Review and Compliance boundary on the
current map may also need to be changed. If this change is needed it will be requested through Raleigh in the Permit
Renewal process upon further review and comments from Regional Staff reports.
In addition, it should be noted that under section IV. Monitoring and Reporting Requirements#13. Noncompliance
Notification,the permit states to contact the Fayetteville Regional Office, by telephone as soon as possible.This facility is
located in the Wilmington Regional Office.Therefore, if this facility becomes noncompliant,the permittee or ORC should
contact by telephone the Wilmington Regional Office, as soon as possible,(910)796 7215 but in no case more than 24
hours, or on the next working day following the occurrence or first knowledge of the occurrence of any noncompliance
events. The western section of the field is the only area across the Sampson/Duplin County line. This was mentioned in
2016 inspection but the facility is just now up for renewal.
