Project Description:
The project calls, for the intersection improvement at US 23 Business (N. Main Street) and Walnut Street
in the town of Waynesville, Haywood County. Improvements will consist of either the realignment of
US 23 Bus and Vance Street with a T-intersection or the construction of a round -a -bout. The
archaeological Area of Potential Effects (APE) for the project defined as an approximate 1,600-foot
(487.68 m) long corridor running east to west along US 23 Bus and Walnut Street. This corridor extends
800. feet (243.84 m) in either direction (east along US 23 Bus and west along Walnut Street), from the
current intersection. Additional corridors extend:
• 650 feet (198.12 m) north along Vance Street from its intersection with Walnut Street
• 700 feet (213.36 m) south along US 23 Bus from its intersection with Walnut Street
• 600 feet (182.88 m) north along West Marshall Street,from its intersection with US 23 Bus
• 500 feet (152.40 m) along East Marshall Street, from its intersection with US 23 Bus
• 370 feet (112.78 m) west along Maple Street from its intersection with US 23 Bus
• 300 feet (91.44 m) north along Bridges Street from its intersection with Walnut Street
• 360. feet (109.73 m) north along Leatherwood Road from its intersection with US 23 Bus
The widths, for the corridors along Vance Street, Walnut Street, and US 23 Bus are typically 150 feet
(45.72 m) wide extending 75. feet (22.86 m) on either side of the centerlines. The corridor widths are
smaller along West Marshall Street, East Marshall Street, Maple Street, Bridges Street, and Leatherwood
Road generally measuring 80 feet (24.38 m) wide extending 40. feet (12.19 m) on either side of the
centerlines.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
The proposed U-5888 project is located on the north side of the town of Waynesville in Haywood
County, North Carolina. The project is plotted in the northwest corner of the Waynesville USGS 7.5'
topographic quadrangle (Figure 1).
A map review and site file search was conducted at the Office of State Archaeology (OSA) on June 13,
2016. No previously recorded archaeological sites have been identified within the APE, while only two
sites (31 HW171 and 31 HW520) are recorded within a mile. According to the North Carolina State
Historic Preservation Office online data base (HPOWEB 2016), there are no known historic architectural
resources within the APE that may yield intact archaeological deposits. Topographic maps, USDA soil

survey maps, aerial photographs (NC One Map), historic maps (North Carolina maps website), and
Google Street View application were examined for information on environmental and cultural variables
that may have contributed to prehistoric or historic settlement within the project limits and to assess the
level of ground disturbance.
The U-5888 project consists primarily of three roads. US 23 Bus runs east to west curving south at its
junction with Walnut Street. From the junction, Walnut Street continues westward. Vance Street heads
north off of Walnut. Shelton Branch is crossed by Walnut, west of the current US 23 Bus intersection.
This waterway flows to the north and is a tributary to Richland Creek, part of the French Broad drainage
basin. The APE consists of a narrow floodplain alongside the stream with terraces to the east and west.
Business properties make up most of the APE with some residential properties along the side streets.
Ground disturbance is high from grading, existing structures, paved or gravel lots, and/or buried utilities.
Shelton Branch has also been modified and straightened in order to reduce flooding.
A review of the USDA soil survey map shows three soil types are within the APE. The floodplain is
composed of the Cullowhee-Nikwasi complex (CxA). These soils are somewhat poorly drained to very
poorly drained with a slope of less than 2 percent. They were also subject to frequent flooding prior to
stream modifications. it is unlikely for past settlement activities to be present on this soil type. This is
due to persistent wetness prior to the ground disturbing activities associated with grading and urban
development. The eastern terrace consists of the Dillsboro-Urban land complex (DuC), while the western
terrace is made up of the Braddock -Urban land complex (BrQ. Although well drained with a moderate
slope of 2 to 15 percent, urban development is strong on both series with much of the surface covered
with impervious material such as pavement. Significant archaeological deposits are unlikely to be
encountered on either series.
A review of the site files shows no archaeological sites within the APE. An archaeological review for a
Small Diameter Galvanized Water Line Replacement project was carried out by OSA in March 2009
(ER 09-0522; Attachment 1). This project occurred along several of the roads within the current APE.
No archaeological survey was recommended for this project. in addition, an Archaeological Study for
the Widening of US 23 Business from Waynesville City Limits to the US 19/23/74 interchange was
conducted by archaeologist with NCDOT in 1995 just east of the current project (TIP R-2210). Although
R-2210 did not fall within the limits of the current interchange project, no archaeological sites were
identified alongside US 23 Bus. This suggests that it is very unlikely for new sites to be found towards
the west within the current APE, which is situated in a more disturbed setting. Also, site density appears
to be low in the general area with only two know sites (31 HW 171 and 31 HW520) being reported. This
low density seems to be the result of heavy disturbance.
Lastly, a historic map review was conducted. Most maps before the 20th century show few details of the
project area with only major routes and settlements depicted. The 1925 Soil Survey map of Haywood
County is one of the first in which an accurate location of the intersection can be identified (Figure 3).
Roads with similar alignments as US 23 Bus and Walnut Street are shown with a third street running
north along the east side of Shelton Branch. Vance Street, which runs on the west side of Shelton Branch,
is not depicted. Also, no structures are plotted within the project area. Subsequent maps from the period
provide no new or significant information. As a result, it appears unlikely any remains of significant
historic structures will be encountered within the APE.

Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
The defined archaeological APE for the U-5888 project in Haywood County is unlikely to impact intact
and significant archaeological deposits. This is mostly due to heavy disturbance from urban development.
As long as impacts to the subsurface occur within the defined APE, no further archaeological work is
recommended for U-5888. if work should affect subsurface areas beyond the defined APE, further
archaeological consultation might be necessary.
