Facility Overview: The City of Gastonia — Two Rivers Utilities operates a conventional WTP (coagulation, sedimentation, and filtration) with discharge of wastewaters from filter backwash and sedimentation basins. The designed potable flowrate is 23.3 MGD and design wastewater discharge is 0.75 MGD. The facility generates backwash with an intermittent discharge. There was only 1 month of discharge between January 2014 and December 2018, which occurred in January 2018, and resulted in a monthly average discharge of approximately 0.313 MGD. This facility was granted a monitoring waiver in June 2018 effective May 1, 2018 as the facility pumps their wastewater to the Long Creek WWTP. Per the permittee: Due to catastrophic equipment failures on January 6, 2018, the permittee requested their NPDES Permit be reactivated to allow for discharge to the designated stream until permanent repairs could be planned and completed. The repairs were completed in January 2018, and they have not discharged since January 19, 2018. There are no tox test results from January 2015 to October 2018 — all months reported no flow o They had discharge in January 2018, and that is a month they are required to report per the permit o Contacted aquatic toxicity group 1/23/19 to determine if there was communication allowing permittee to not monitor for toxicity in the event of a discharge o Response from Susan Meadows (Aquatic toxicity; via email 1/25/19): I don't know anything about this. I don't ever recall conversing with them because they don't normally discharge. I looked in BIMS as well and it appears they didn't test for anything except Chlorine. Only thing I know to tell you is to talk with the MRO, which it sounds like you already have ... Not sure what to think. RPA: The maximum monthly average flow between January 2014 and December 2018 was approximately 0.313 MGD (discharge only occurred in January 2018). • Limited monitoring was performed during discharge events, therefore there is no data to run an RPA on NCG59 General Permit Eligibility: • There is a lack of toxicity data, therefore they are not eligible by tox standards • Conclusion: They are not eligible for the NCG59 Changes from previous permit to draft: • Updated eDMR footnote in A(1) and language as A(4) • Updated outfall map • Updated language on the Supplement to Permit Cover Sheet (added stream characteristics, updated components list, updated discharge descriptions) • Facility grade added in A(1) • Limit removed for turbidity in A(1) as receiving stream is not impaired for turbidity, and monitoring decreased to 2/month per 2012 WTP guidance • Added monitoring for hardness and associated footnotes in A(1) per WTP guidance • Removed former footnote #2 in A(1) stating "The City will have 18 months from the effective date of this permit to install a continuous flow meter. Until then instantaneous measurements can be taken with the duration of discharge to be noted in log books and a total daily discharge reported on the DMR" as the deadline has passed • Removed former footnote #4 in A(1) stating "Samples shall be collected concurrently with WET -test samples" as this is no longer required • Changed tox test in A(1) and A(2) from chronic 7-day to acute 48-hour based on discharge schedule and per toxicity group recommendation Changes from draft to final: • None Comments received on draft permit: • Ori Tuvia (MRO, via email 1/17/19): The facility for the most part does not discharge, only discharge in case of an emergency or some maintenance is needed (usually flow is pumped to the city's WWTP). For that reason, not knowing what month the emergency would accrue I believe their sampling requirement for chronic toxicity should be quarterly but not in specific months as listed in the footnote. o DWR Response: The specified months are probably from when the permit was issued and likely determined by the aquatic toxicity group. I believe months need to be included as the standard tox permitting language available to us requires it, and to my knowledge, other facilities that only discharge in emergency situations still have months specified for their toxicity testing. I can reach out to the tox folks, though, and get their thoughts. • Susan Meadows (via email 3/7/2019). So, your intent is to change from Chronic Monitoring only Cerio 7 day PF @ 90% to Acute Monitoring only Cerio 48 hr PF @ 90%, correct? o DWR Response: Yes, that is correct. Given their infrequent discharge, the 7-day chronic test did not seem the appropriate test to use. Between 2014 and 2018, they only discharged in the month of January 2018 due to catastrophic equipment failure. This discharge event lasted from January 7, 2018 to January 19, 2018 while repairs were conducted. When the sedimentation basins are cleaned, the effluent is discharged to the Alum Sludge De -watering Facility and a polymer is added to assist in sludge settling. After the sludge has settled (usually 3-5 days) the clear water is decanted to the creek. When the sludge tank (tank #2) is full, the sludge is addressed as in the attached Sludge Management Plan. When a filter wash occurs, the effluent is discharged to the Alum Sludge De -watering Facility (tank #1). There is no coagulant aid needed as the filter backwash contains very little sludge. After the sludge has settled (usually 2-4 hours) the clear water is dechlorinated with sodium thiosulfate and decanted to the creek. The majority of this flow consists of effluent from filter backwashes, sedimentation basin clean -outs, ancillary leakage from pipes and sample points, and drainage from in —line analytical equipment. Most of the solids received at the plant are associated with the sedimentation basin clean -outs and are treated with polymer to enhance settling when necessary. Flow received by this plant is directed to one of two 0.6 million -gallon basins, where the solids are allowed ample time to settle. The water is removed by decant pumps which are operated on a float - ball system to insure that sludge is not inadvertently pumped to the discharge. Also, operational personnel at the Water Treatment Plant monitor the turbidity of the discharge effluent while the decant pumps are in operation. From March 2006 to present, the effluent has been discharged to the Long Creek Wastewater Treatment Plant under City of Gastonia — Two Rivers Utilities Wastewater Treatment Division SIU Permit #1064. Due to this fact, a request to place our NPDES Permit in an "inactive" status was made to the NCDENR Division of Water Quality and approved in a letter dated May 26, 2009. In January, 2018 the permit was reactivated due to critical equipment failures at the facility. A request to deactivate the permit was requested and approved in May, 2018. Presently, sludge is stored in basin #2 until it is filled. When readyto be moved, the sludge is analyzed and is disposed of by an outside vendor who removes the sludge via a portable sludge pressing operation that de -waters the sludge and transports the residuals to a permitted landfill. This facility also has the capability to pump residuals directly to the City of Gastonia — Two Rivers Utilities' Long Creek Wastewater Treatment Plant, if necessary.
