Dear Permittee:

The North Carolina Division of Water Resources conducted an inspection of the Linville Land Harbor WWTP on 5/01/2019.
This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations
specified in NPDES WW Permit No. NC0022756. The findings and comments noted during this inspection are provided in
the enclosed copy of the inspection report entitled "Compliance Inspection Report".

There are no significant areas of concern for the WWTP itself, but there is a concern for the sewer collection system which
feeds the WWTP. The collection system has a lot of Inflow and Infiltration (I&I) which causes the flows at the WWTP to
rise dramatically during rain events, to the point where the equalization basin at the WWTP overflows into the aeration
basins. The WWTP yearly flow average for 2018 was 86% of the permitted flow, and there were 2 monthly average flow
violations in 2018. If the Linville Land Harbor Community is planning any additional sewer line construction or new taps
into the existing sewer lines, please contact our office so we can discuss how the WW TP will accommodate any additional
flows.
