I met with C.L. Lewis (ORC) and Jason Brown (Backup ORC) for the inspection. Overall the plant appeared to be well maintained and operated. Inflow and Infiltration (I&I) in the collection system is a serious issue for the WWTP. According to Mr. Lewis the equalization basin overflows into the aeration basins during periods of high rainfall. The equalization basin has a capacity of 75,000 gallons. The I&I should be reduced to allow the WWTP to function better during rain events. The WWTP had 2 monthly flow violations in 2018 and had a yearly flow average of 86% of plant capacity. If there are any plans for the construction of additional sewer lines or new taps into existing sewer lines, the Asheville Regional Office would like to discuss how additional flows will be handled by the plant. The visual alarm is working for the high level float of the equalization basin, but the autodialer is not. Since the equalization basin will not overflow out of the WWTP, a working autodialer relay is not a requirement, but it is a recommendation. NC0022756 17 (Cont.) The basin size is 75,000 gallons. Mr. Lewis said that the basin often overflows into the aeration basins during intense rain events due to I&I issues with the collection system. Either a bigger equalization basin should be built or the I&I should be reduced. Comment: Aeration Basins Yes No NA NE Mode of operation Ext. I tested settleablity during the inspection and the results from both basins were about 15% settleability. The generator was incidentally tested under load a few weeks ago during a power outage and it performed successfully to power the plant.
