Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Due to the location of wetlands at the front half of the property it is difficult to avoid any impacts. The suitable area for a wastewater system is located on the upland portion of the lot and this will use up most the availble uplands. Several design options were evaluated and they all resulted in impacts to the exisitng wetland area. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Several design options were reviewed to avoid and minimize impacts. 1. A conventional septic system was evaluated but there was not enough available space on the upalnd area and it would have resulted in wetland impacts exceeding a 0.10 acre. 2. A pile supported structure was also reviewed to reduce wetland impacts but county hieght restrictions limit the structure to 35 feet and its not an option to loose one level of the house. 3. Vehicle parking is required and there is no way to avoid or minimize these impacts. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
