D. Impact Justification and Mitigation
1. Avoidance and Minimization
1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
The demolished house was prone to flooding by the adjacent creek. The owners have brought in fill and raised the property to
a 6' elevation which eliminates this problem. Currituck County considers this a new project and it will have to meet current
ordinances therefore the design requires a 10' property line setback for fill, a 3:1 slope of fill and a 50' building setack from the
road. All of these building requirements. have limited the available space to design the proposed house and garage resulting
in the wetland impacts. There was an existing septic system from the older house and the Albemarle Regional Health
Department has allowed the owners to replace the system and not have a repair area. A newer septic system and repair area
would have increased setbacks and space needed resulting in additional impacts to the wetlands.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The existing septic system is "grandfathered" and can be constructed in its current location without a repair area. This
minimizing wetland impacts by reducing the septic system area and reducing setbacks. The proposed house will be
constructed on a concrete block foundation and the garage will be constructed on a concrete slab. These structures can not
be pile supported over wetlands therefore construction alternatives are limited and avoidance of wetland impacts was not
possible.

The following price quote is given in reply to your request for the purchase of 0.13 Non -Riparian
wetland mitigation credits (HUC Code 03010205) from The Great Dismal Swamp Restoration Bank
Timberlake Farm. These credits are currently available from our Timberlake mitigation bank.
The cost will be Three Thousand, Two Hundred, Fifty Dollars ($ 3,250.00). This quote will expire on June
30, 2019. You will need to submit to the USCOE the necessary application for said mitigation, and
receive USCOE permission to furnish said required credits from our Timberlake bank.
To complete this transaction, we will require payment in full. Once payment is received, the credit sale
will be reported to the US Army Corps of Engineers. Please provide and/or confirm the following
