Subject: Pretreatment Review of Industrial User Pretreatment Permit (IUP)
Program: City of Kings Mountain; NPDES #: NC0020737; Cleveland County
Dear Ms. Meek:
The PERCS Unit of the Division of Water Resources has reviewed the IUPs submitted by the City of Kings
Mountain for the following Significant Industrial Users (SIUs). The IUPs were received by the Division on
various dates listed in the table. Additional information was requested and received on various dates.

The review indicates that with the comments below, the IUPs are adequate and the minimum
requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f)(1)(iii) are met.
1. Effective dates: Please update the effective dates on the limit pages for future Carolina Finishing and
Coating and Feb-Tec IUP modifications and renewals.
2. Inspection report: Please submit the most recent inspection report for Feb-Tec before May 31, 2019.
3. Allocation table: Please see the updated allocation table in the attachment. NTE's cyanide limit was
not reflecting on the table and Fab-Tec's mercury limit was removed during the recent renewal.
Federal and State pretreatment regulations require the local delegated pretreatment program to
effectively control and document the discharge of wastewater from Significant/Categorical Industrial
Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
