On June 7, 2018, the North Carolina Department of Environmental Quality (DEQ) Division of Water
Resources (DWR) received the Lay of Land Area (LOLA) Documentation for Closure (Closure
Documentation) for the subject facility. Based on the review of the report provided, the DWR
concludes that the data collected both above and below the water table follows a sampling strategy
consistent with Division's Coal Combustion Residuals Surface Impoundment Closure Guidelines for
Protection of Groundwater and provides adequate documentation of site conditions to confirm the
excavation of the LOLA is sufficient to proceed with closure.
The soil and groundwater sample results collected to confirm the excavation of the LOLA shall be
incorporated into revised geochemical and groundwater fate and transport models in the updated
Corrective Action Plan (CAP). If the results of the modeling show current or future impacts to
groundwater and/or surface water from the LOLA, then appropriate remedial strategies shall be
proposed in the CAP.
