Subject: Coal Ash Excavation Plan — Excavation Soil Sampling Plan Approval
L.V. Sutton Energy Complex
Dear Mr. Draovitch:
On December 1, 2017, the North Carolina Department of Environmental Quality (DEQ) received
the Coal Ash Excavation Plan for the subject facility. DEQ's Division of Water Resources (DWR)
only reviewed the Excavation Soil Sampling Plan within the subject report. Based on our review,
DWR hereby approves the Excavation Soil Sampling Plan portion of the subject report. Please
follow the "Coal Combustion Residuals Surface Impoundment Closure Guidelines for Protection
of Groundwater" and the additional guidance provided in the email from Steve Lanter to John
Toepfer dated June 14, 2017 titled "Sutton 1971 Ash Basin - Bottom of Ash Determination - June
2017."
Any modifications or revisions to the approved Excavation Soil Sampling Plan will need to be
reviewed and approved by the DWR prior to implementation. If you have any questions, please
