Water Quality Regional Operations Section Washington Regional Office SUBJECT: Excavation Soil Sampling Plan Triangle Pond - H. F. Lee Energy Complex DATE: January 30, 2018 On January 18, 2018 the Washington Regional Office received, via email, the document referenced above (Plan). The Plan adequately addresses requirements laid out in Attachment 1: Coal Combustion Residuals Surface Impoundment Closure Guidelines for Protection of Groundwater. The Triangle Pond generally was not part of the CCR management practices, so minimal excavation is expected at this stage. The sampling grid and proposed laboratory analyses are sufficient should CCR be encountered. Data collected from this phase of work will be incorporated into continuing assessment and remedial activities at the site. Personal communication with on -site staff indicate that the Triangle Pond was historically used as a "metals cleaning pond." It was reported that the use of the pond in this manner was minimal, but we have no documentation of the extent or duration. The proposed sampling plan should aid in identifying any adverse impacts resulting from historical use of the pond. There are no other usages reported for this impoundment. These comments are limited to the specific scope of this phase of work. Please do not hesitate to contact me if further clarification is needed.
