DEWATERING/EXCAVATION PROGRESSION:
1. DEWATER '82 LOWER BASIN AT A RATE OF 1'/DAY UNTIL
EMPTY. USING PUMPS, DISCHARGE WATER INTO THE
JUNCTION BOX AND FURTHER THROUGH THE OUTFALL
PIPE.
2. GRADE AREA 1 USING ASH MATERIAL FROM INNER DIKE
AND SURROUNDING AREA TO ALLOW FOR INSTALLATION
OF 3 — 18" SLOTTED CASINGS WITH PUMPS FOR
DEWATERING THE ASH WITHIN THE '82 BASIN
THROUGHOUT THE EXCAVATION PERIOD.
3. AS THE WATER LEVELS IN THE LOWER BASIN SUBSIDE,
BEGIN WORK IN AREA 2 TAKING ASH FROM THE INNER
DIKE AND CONSTRUCTING "FINGERS" ALLOWING
EXCAVATION ACROSS THE LIMITS OF AREA 2.
4. CONTINUE THE EXCAVATION EFFORTS IN AREA 2 OVER
TO AREA 3 AS WATER LEVELS ALLOW, IN A SIMILAR
FASHION AND CONTINUE EXCAVATION UNTIL THE GRADES
ACROSS AREAS 2 AND 3, AND THE INNER DIKE ARE
EQUAL TO THE ELEVATION IN AREA 4.
5. CONTINUE DECANTING THE ASH USING THE 3 SLOTTED
CASINGS AND PUMPS THROUGHOUT THE EXCAVATION
ADJUSTING THE TOP OF THE CASING IN 5—FOOT
INCREMENTS AS EXCAVATION PROGRESSES TO THE POND
BOTTOM.
6. EXCAVATION CONTINUES ALONG ALL POND PERIMETER
SIDES AND BOTTOM UNTIL NATURAL GROUND OR SOILS
ARE ENCOUNTERED. DO NOT EXCAVATE ANY SOILS AT
ANY TIME WITHIN THE LIMITS OF THE ASH BASIN.
7. EXCAVATION EFFORTS INITIALLY WILL INVOLVE THE USE
OF LONG —REACH EXCAVATORS, DOZERS AND ARTIC
OFF —ROAD DUMP TRUCKS WHERE MATERIAL IS
REMOVED AND HAULED TO THE DECANT STOCKPILE AND
LOADOUT AREA.
B. AS THE ASH SUBGRADE IN THE EXCAVATION AREAS
IMPROVE, THE OTR DUMP TRUCKS MAY ACCESS THE
EXCAVATION AREAS FOR DIRECT LOADING, AS LONG AS
THE ASH PRESENTS AN ACCEPTABLE MOISTURE
CONTENT FOR PLACEMENT AT THE AIRPORT. SOME
PARTS OF THE EXCAVATION AREA MAY STILL NEED TO
UTILIZE THE ARTIC DUMP TRUCKS GIVEN LIMITED
ACCESSIBILITY.
9. MAINTAIN DEWATERING EFFORTS THROUGHOUT THE
EXCAVATION EFFORTS AND GRADE THE ASH SURFACE
ON BOTH THE UPPER AND LOWER BASINS TO DRAIN TO
THE WELLS AND/OR PUMPS USED TO REMOVE THE
WATER FROM THE EXCAVATION AREAS. ALL WATER
REMOVED FROM THE EXCAVATION AREA MUST BE
DISCHARGED TO THE NEW '64 RIM DITCH OPERATION
ONCE THE INITIAL WATER WITHIN THE LOWER BASIN HAS
BEEN REMOVED TO THE POINT THAT THE ASH SURFACE

HAS BEEN EXPOSED.
10. TO ENSURE THE '82 REGULATED DAM IS NOT IMPACTED
BY THE EXCAVATION EFFORTS, ESTABLISH THE
ELEVATION OF THE INTERFACE OF THE ASH SURFACE
ALONG THE DAM FACE, MAINTAINING THE EXISTING DAM
FACE INCLINATION OR SLOPE (2:1). REMOVE ASH FROM
THE DAM FACE USING A SMOOTH —EDGE EXCAVATOR
BUCKET AND PROVIDE THE EQUIPMENT OPERATOR A
SPOTTER TO OBSERVE WHEN SOIL ALONG THE DAM
FACE HAS BEEN ENCOUNTERED. DO NOT EXCAVATE
ANY SOILS FROM THE BASE OF, OR ALONG THE
2-PERIMETER OF THE BASIN.
11. SOIL COVER MATERIAL FOR FILL SHALL BE FREE FROM
ROOTS, WOOD, OR OTHER ORGANIC MATERIALS. STONES
LARGER THAN 4" MAXIMUM DIMENSION SHALL NOT BE
USED IN THE EMBANKMENT FILL. USE SUITABLE
EXCAVATED FILL MATERIAL FOR PLACEMENT ALONG THE
EMBANKMENTS AS APPROVED BY THE GEOTECHNICAL
ENGINEER. THE FILL MATERIAL SHALL BE PLACED
USING AN EXCAVATOR BUCKET SPREAD IN LIFTS OF 3
TO 4 INCHES, PACKED IN PLACE USING THE SMOOTH
SIDE OF THE BUCKET. REPEAT THE LIFT PLACEMENT
UNTIL THE REQUIRED DEPTH OF FILL IS ACHIEVED.
COMPACT THE FILL MATERIAL AS NECESSARY FOR THE
FILL TO REMAIN ON THE SLOPE. VEGETATIVE COVER
SHALL BE ESTABLISHED AS SOON AS PRACTICABLE,
BASED UPON THE SEED MIX TABLES PROVIDED HEREON.
