No: Not Known Funding: ❑ State ® Federal Federal Permit Required? ® Yes ❑ No Permit Type: USACE Project Description: The projects call for slide stabilization on five properties: • I-40 just south of Exit 7 in Haywood County (2.2 acres) • East of SR 1802 (Big Hungry Road) and just west of the Hungry River in Henderson County (L 5 acres) • South of US 74 and north of SR 1441 (Mill Branch Road) in Jackson County (L 3 acres) • West of US 74 between SR 1461 (Crawford Cemetery Road) and SR 1767 (Mt Pleasant Church Road) in Jackson County (I acre) • South of SR 1364 (Fontana Road) and just east of SR 1329 (Lands Creek Road) in Swain County (0.6 acres) • West of SR I I10 (Wiggins Creek Road) approximately 2, 000 feet south of the SR 1113 (Needmore Road) intersection in Swain County (0.2 acres) The APE for each location corresponds with the above -mentioned acreage and covers ground disturbing activities associated with the slide and removal of material. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The I-40 slide is located on Forest Service property approximately 2,500 feet south of Exit 7 on the east side of interstate highway in the in the northern portion of Haywood County, North Carolina. It is plotted in northeast corner of the Cove Creek Gap USGS 7.5' topographic quadrangle (Figure 1). A site file search was conducted by Casey Kirby at the Office of State Archaeology (OSA) on February 25, 2019. No previously recorded archaeological sites were identified within or adjacent to the APE. The location is very steeply sloped and previously disturbed from the hillside cut during the construction of I-40 (Figure 2). No significant sites were likely affected by this slide and the removal of material. The Big Hungry slide is located on Wildlife Resources Commission property the east side of Big Hungry Road approximately 500 feet towards the southeast from Bridge No. 55 in the in the southeastern portion of Henderson County, North Carolina. It is plotted in western half of the Cliffield Mountain USGS 7.5' topographic quadrangle (Figure 3). A site file search was conducted by Casey Kirby at the Office of State Archaeology (OSA) on February 28, 2019. No previously recorded archaeological sites were identified within or adjacent to the APE. The location is very steeply sloped, and it appears unlikely that any significant resources were affected by this slide and the removal of material (Figure 4). It is plotted at the southern end of the Sylva North USGS 7.5' topographic quadrangle (Figure 5). A site file search was conducted by Casey Kirby at the Office of State Archaeology (OSA) on February 25, 2019. No previously recorded archaeological sites were identified within or adjacent to the APE. The location is steeply sloped and composed of fill material for foundation of US 74 (Figure 6). No significant sites were likely affected by this slide and the removal of material. The US 74 slide is located on the west side of the road approximately 1,300 feet south of Crawford Cemetery Road and 500 feet north of Mt. Pleasant Church Road in the in the northeastern portion of Jackson County, North Carolina. It is plotted near the western edge of the Hazelwood USGS 7.5' topographic quadrangle (Figure 7). A site file search was conducted by Casey Kirby at the Office of State Archaeology (OSA) on February 28, 2019. No previously recorded archaeological sites were identified within or adjacent to the APE. The location consists of a steep slope disturbed from a road cut associated with construction of US 74 (Figure 8). No significant sites were likely affected by this slide and the removal of material. The Fontana slide is located on the south side of Fontana Road approximately 150 feet east of Lands Creek Road in the in the central portion of Swain County, North Carolina. It is plotted in the western half of the Bryson City USGS 7.5' topographic quadrangle (Figure 9). A site file search was conducted by Casey Kirby at the Office of State Archaeology (OSA) on February 26, 2019. No previously recorded archaeological sites were identified within or adjacent to the APE. The location is very steeply sloped, and it appears unlikely that any significant resources were affected by this slide and the removal of material (Figure 10). The Wiggins Creek slide is located on the west side of the Wiggins Creek Road approximately 2,000 feet south of the Needmore Road in the southern portion of Swain County, North Carolina. It is plotted at the northeastern section of the Wesser USGS 7.5' topographic quadrangle (Figure 11). A site file search was conducted by Casey Kirby at the Office of State Archaeology (OSA) on February 28, 2019. No previously recorded archaeological sites were identified within or adjacent to the APE. The location is steeply slope leading down to Wiggins Creek (Figure 12). No significant sites were likely affected by this slide and the removal of material. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The site file review identified no known sites at any of the locations. The steep hillside slopes are not typically suitable for archaeological sites except for rock shelters or quarries, but it does not appear that any rock outcrops were present at these locations. Furthermore, some of the locations are in areas of cut and fill disturbance. As a result, it is very unlikely the slides or the removal of fill material affected significant archaeological resources, and no further archaeological work is needed. Please note, this project falls within North Carolina Counties in which the Eastern Band of Cherokee Indians, the Cherokee Nation, and the United Keetoowah Band of Cherokee Indians have expressed an interest. It is recommended that you contact each federal agency involved with this project to determine their Section 106 Tribal consultation requirements.
