Corey Basinger, Regional Supervisor Water Quality Regional Operations Section Mooresville Regional Office Division of Water Resources NC DEQ 610 East Center Avenue, Suite 301 Mooresville, North Carolina 28115 Subject: Response to Notice of Violation Tracking Number: NOV-2019-DV-0196 Sanitary Sewer Overflows — March 2019 Collection System Permit No. WQCS00030 Statesville Collection System Iredell County Dear Mr. Basinger: The City of Statesville (WQCS00030) would like to address and explain the circumstances concerning the self —reported Sanitary Sewer Overflow (SSO) during the month of March 2019. n .arc , a co ecttons systems operator encountered a ro en sewer pipe m e vicmt: y o �`�_,� 1602 Younger Avenue, Statesville, North Carolina. The cause of the break was related to a tree that had fallen across the nearby creek, impeding and redirecting the flow towards the creek bank. The redirected flow eroded the creek bank and exposed a sewer main and caused it to break. Upon arrival, collections system staff immediately plugged the sewer main and performed a repair. The response team replaced the broken 15-inch clay sewer pipe with a section of 16-inch ductile iron pipe. Collections operators cleaned up the debris that resulted from the spill, restored the eroded creek bank, and removed the tree to allow the creek to flow properly and to prevent any further damage to the creek bank. The creek was inspected for damage caused by the spill. None was indicated. Pictures, related to the incident and repair, have been included with this response. The wastewater flow in the sewer main at the time of the incident was minimal and the estimated volume of the spill during the course of the response was 700 gallons. The response time to stop the flow and repair the main was limited to about 30 minutes. A verbal report was made that same day to the Mooresville Regional office of DEQ. During Statesville's last routine inspection of this collections main on December 4, 2018, the sewer line was in good repair and showed no signs of damage. However, due to concerns that additional areas of erosion might have occurred, the entire area of this creek bank with respect to the sewer main has been reviewed and stabilized where indicated to prevent the likelihood of a future line break caused by erosion of the creek bank.
