The Division of Water Resources (Division). has reviewed_ the submitted variance request
received on January.2, 2019 for the subject project: The Division will grant the variance request
for the. usage of interference boxes and the.installation of.gravity line below the minimum
required slope in accordance with the provisions for alternative design under 15A NCAC: ,.

1. Pursuant to the variance request received January 2, 2019 from Engineering Services;
R.A. behalf of the Town of Carolina Beach; a: variance is granted for the construction and
operation of approximately 2,038 linear, feet of 8-inch•gravity sewer between manholes
MH-174, MH-173A, MW-173, MH-172, MH-171A and MH-171 and between. manholes
MH-168A,•MH-168, MH-167A, MH=16713; and MH-167 at slopes of 0.24% - 0.26% as
indicated on the provided plans, specifications, and supporting documents, and.subject
to the following requirements:
a. The sections of gravity sewer as described above shall be designated as "high-;,
priority sewer" in accordance.with' 15A NCAC 02T.0402. .
b. High -,priority sewers shall be inspected by,the permittee or its representative at
least once every six -months in accordance with the permittee's individual
system -wide collection system per (WQCS00076). .
2, Pursuant to the variance request received J,6nuary:21 2019 from Engineering Services,.
P.A.; on behalf of the.Town of Carolina Beach; a variance is granted for the construction
and operation of approximately 10 linear feet of.10=inch ductile iron and approximately
55 linear feet of 8-inch ductile iron gravity sewer, set_ inside a steel carrier pipe within a
total of 13 interferenceeboxes. '
Gravity sewer lines suspended through interference boxes to resolve intersections with .
storm drains shall be constructed of ductile iron pipe and sleeved in a steel carrier pipe

for.a minimum distance.of 27feet to either side of.the interference box, in accordance
with the provided plans and supplementary documentation.
These lines shall be designated as high -priority: sewers, subject to the conditions as
outlined above .in Item #1(a=b).
Regardless of.the variance approval, in the event that the wastewater collection facilities fail to
perform satisfactorily, including the creation of nuisance conditions, the Perm'ittee shall take.
immediate corrective action, including those as may be, required by this Division, such as the
construction of additional or replacement facilities.
All other. elements of this project shall be constructed in accordance with all applicable rules
and statues including, 15A NCAC 2T; the Division of Water Resources.' (Division) Gravity Sewer
Minimum Design Criteria adopted; February 12, 1996 as applicable; and the Division's Minimum
Design Criteria for the Fast -Track Permitting of Pump Stations and Force Mains. adopted June 1,
2000 as applicable. Approval of the, variance request does.not constitute approval of the
permit.
