DELEGATION OF AUTHORITY
The undersigned, Don Lohman, does hereby certify that he is Vice-President and
Assistant Secretary of SpecGx LLC (SpecGx), and that, as such officer, he is duly
authorized to delegate authority to execute permits, certifications and licenses or any
other such report for purposes of the following regulatory programs:
• Wastewater Discharges — Per the City of Raleigh regulations regarding
wastewater discharges, including the City of Raleigh Sewer Use ordinance;
• Stormwater Discharges — Per the State of North Carolina Division of Energy,
Mineral, and Land Resources regulations regarding stormwater discharges;
• Residuals Land Application — Per the State of North Carolina statutes and
regulations regarding land application of treated wastewater residuals, including
15A NCAC 02T.0106;
• Hazardous Waste Management — Per the Resource Conservation and Recovery
Act, 42 U.S.C. § 6901, et seq., and any North Carolina state laws and regulations
regarding hazardous waste;
• Air Emissions — Per the Clean Air Act, 42 U.S.0 § 7401, et seq., and any North
Carolina state laws and regulations regarding air emissions;
He hereby delegates and designates the position of Site Director for SpecGx's Raleigh,
North Carolina, facility as a person authorized on behalf of SpecGx to execute any permit
application, report or certification and any documents associated therewith which must be
certified in accordance with ordinances, regulations, and statutes in connection with the
applicable regulatory program at SpecGx's facility located at 8801 Capital Boulevard,
Raleigh, North Carolina.
