Per my voicemail, the proposed project has buffer impacts in 03020202 and 03020203 with
documented credit availability in 03020202 only. You will need to provide documentation of buffer
mitigation acceptance for 03020203 prior to the DWR buffer authorization issuance. Per 15A NCAC
02B .0295 (f) mitigation within the eight -digit HUC has 1:1 ratio and Outside of the eight -digit HUC
has a 2:1 ratio.

As a follow up to the buffer mitigation question, any buffer impacts outside the HUC will require an
additional multiplier of 2 for the impacts. So if you have 100 square feet of Zone 1 impacts X 3 (regular
multiplier) = 300 square feet X 2 (out of HUC multiplier) = 600 square feet. Would rather you utilize the in
lieu fee program for the two impact areas.

It was great chatting with you this morning! I'll let the team know that the application is complete as of
today and that we are still shooting for April 26th for approvals pending Section 408 concurrence. I
appreciate the update and let me know if you need us to help out with anything on your end.
Per our conversation, I will be sending you the KMZ and updated mitigation availability letter today since
our original one is expiring. The only bank that had available buffer credits for impacts within the
HUC 03020202 was FlatSwamp. See below (note the bank references the wrong client name but correct
project). We only have 2 buffer impact areas outside of that HUC. We can go with the in lieu for those or
see if FlatSwamp can also take care of mitigation for those 2 impacts outside of the HUC. Let me know your
thoughts. I'm copying Anthony too so he has this info for his file. As discussed, there were no wetland
credits available at private mitigation banks within our HUCs. An updated letter of available credit from the
in lieu will be sent shortly since the original one expires today.

Good Evening Autumn,
I do have the required 100,454.99 sq. ft. of riparian buffer you require. Our price
is $110,500.48. 1 do require some additional information concerning your client,
The City of Durham. I will be preparing an "Agreement to Purchase" which will
need to be signed by the authorized individual's with the City of Durham. I will
require that persons name and title, and the address for the City. I will also
require a letter from Daryl Norris, P. E., CFM, CPSWQ, Civil Engineer 11,
Stormwater Division with the City of Greenville, Public Works (252-329-4350),
email address: dnorris(@greenvillenc.g_ov, where the project is located stating
that he has reviewed your mitigation calculations.
Once I have received Mr. Norris's letter, I will prepare the Agreement and send
it to you for review and to forward to your client. Your client should execute the
Agreement and prepare a check in the amount of the purchase as indicated in
the Agreement and mail the Agreement and check to me. Once I have received
the Agreement and check, I will prepare the "Certificate of Transfer" and email
the Certificate to you, and copy your client (if you wish) and Mr. Norris. Once
Mr. Norris receives our Certificate, he will release your permit to begin
construction.
From the time I receive your clients information and the letter from Mr. Norris
the process on my part will take 2 to 3 days from beginning to end. The only
other time frame is the time your client will require to execute and send the
Agreement and check.
I will advise you of the administrative process in my correspondence to you as
we go thru the process together.
I shall contact you tomorrow morning via phone.
