Dear Mr. Radford:
On February 6, 2019, Jenny Graznak, of this office, met with Paul Smith, operator in
responsible charge (ORC), to perform a Compliance Evaluation Inspection at the Countryside
Mobile Home Park wastewater treatment plant (WWTP). This type of inspection consists of
two basic parts: an in-office file review and an on-site inspection of the treatment facility. The
attached EPA inspection form details the areas that were evaluated for this inspection.
Deficiencies and areas of concern observed from the inspection are described below.
1 . This facility is in a severe state of dilapidation and disrepair. An Authorization to Construct
was issued by the Division of Water Resources on July 26, 2018, to demolish the current
plant and build a new one. However, according to you, those plans are not definite, and
the time line is unknown. Please provide our office with an anticipated start date for
construction.
2. The chlorine contact chamber and the effluent holding tank appeared to be full of sludge
on the day of the inspection and should be cleaned out during the next sludge removal
event.
3. Sludge hauling records were not available for review during the inspection. The Permit
states that records of sludge disposal activities shall be retained for a period of at least
five years. The Permit also requires that inspectors shall have access to any records that
are kept under the conditions of the permit. All documents must be available during the
next inspection.

MAJOR ISSUES:

acceptable housekeeping. Parts of the physical structures are falling apart.

Comment: The permit states that the facility has a bar screen. However, the operator stated there is no
bar screen, only a cutter pump at the influent. The permit also states that there is standby
power but the operator stated that the plant is all gravity fed and does not have a generator.
