I met Laura on Friday, December 13, re-visited the project site and looked at several proposed mitigation locations. According to the latest information, the project has been revised to impact only .92 acre of wetland instead of the 1.54 acres in the original application. (The number of condominiums has been reduced.) The now remaining .62 acre of WL on the site will be "preserved" as mitigation, as well as some vacant lots that remain under ownership of the Country Club. The particular lots that I looked at were adjacent to golf course fairways. They are all wooded and include what are probably perennial streams. These lots are specifically number 2203, on hole number 17, and lots 2413 and 2414, near the green of hole number 7. AT1 of these lots are in a landscape position to provide beneficial WQ uses. The country club also owns lot number 2211 on hole number 15. This lot is "less wet" than 2210, which has been sold. I suggested to Laura that she recommend to the owners a land swap in order to put lot 2210 to use and make a more continuous riparian mitigation site, in connection with 2203. Given the now downsized project impact, <1 acre, it seems reasonable and consistent to accept the proposal, contingent on requirement of the proper legal documentation preserving the mitigation areas in perpetuity. There have been no other 401 projects that I can remember involving Seven Lakes Country Club. I also asked Laura to recommend to the owners that they use grassed swales and other passive storm water treatment measures on the new project site rather than a curb and gutter system. (Given the mitigation already proposed for the size of the project, is it reasonable to make this a requirement rather than a recommendation?).
