The main topic of discussion was the IRT's concern over the formation of the streams in and above the old pond on the eastern portion of the project. Specific comments and concerns are below. • UT2-2 in the pond (4+90-10+75): A distinct flow path in the pond bottom was not obvious. The IRT commented that to receive credit in this section RES would have to come up with a Remedial Action Plan to address the stream flow and channel formation issues. The IRT determined that the credits will continue to be withheld. This is equal to 585 feet of Restoration (585 SMUs). • UT2-1 (0+00-4+90): The last log structure before the old pond bottom seemed to be blocking flow and causing water to pond up behind it. It was suggested that the structure should be lowered. The IRT determined that the credits above pond needed to be withheld. It has come to our attention that the map referenced during the site visit had this reach incorrectly labeled as Enhancement I when it is Enhancement IL This is equal to 490 feet of Enhancement II (196 SMUs). • UT2-A (4+50-5+28): The IRT commented that a flow gauge 2/3 of the way up UT2-A should be installed to document at least intermittent flow. It was decided that a time-lapse camera taking a photo once a day pointed at a pool would be sufficient. The proposed location is included on the attached figure. The credits from the part of the reach that is in the pond bottom will be withheld. This is equal to 78 feet (31.2 SMUs). • UT2-2: After looking at a couple locations along the upper section of this reach below the dam, the IRT expressed concerns over the standing water and vegetation growing in the riffles. The consensus, however, was that the low flow can be attributed to it being the dry season and as the buffer continues to grow the vegetation should get shaded out. No credits are to be withheld below the dam on this reach. In total the amount of credits that are withheld from Poplin Ridge are 812.2 SMUs. RES will develop a Remedial Action Plan to address the problems in and above the old pond bottom as well as add a flow gauge (time-lapse camera) to the upper third of UT2-A. Additionally, the invasive species treatment will continue and RES will monitor the flow below the dam on UT2 to ensure the vegetation in the channel is not inhibiting flow.
