I received the IP application for R-2566 soon after sending my email and it appeared to have the original Y-line
intersection for Old Shulls Mill Road. I just wanted to inquire about the status of changing the Y-line alignment.
In my initial email, I anticipated that the modified Y-line would be submitted with the phased permit application, but
evaluated further when 4b/4c merger meetings are completed. This way if impacts went up due to the new y-line
location, the higher impact amount would have already been put on notice for public comment. If the change in design
were added later in the process and impacts went up, it is possible it could trigger an additional public notice.
I am currently preparing the public notice for this project and want to be sure that any modifications to the design are
accurately depicted in the plans reviewed. Please update me as to whether the y-line is still to be modified and if yes,
when I can expect an updated plan sheet for public review.

Felix - Thank you for sharing those maps.
Beverly/Nathan - I've had a chance to consider this design change further and it's still unclear why the reason for the
change especially days away from permit submittal. The previous alignment avoided the impacts and still connected
directly across from what appears to be the other end of the same short driveway/road loop. Would the existing Old
Shulls Mill Road and culverts be removed?
Regardless, this change still seems to fit under the Best Fit Widening decision of CP3. Although this seems best classified
as a minor alignment shift under CP4A, it is also part of a phased permit and that phase has not yet gone thru 4B/4C. I
think it is best to notify the merger team of the change and more closely evaluate it during the later review of that phase
. Let me know if any of you have questions or concerns about this approach.
If not, please send me a brief description of the proposed change, the reasoning for it (including why the different
alignment with the short loop road is needed) and the estimated change to impacts. I can send it out to the merger
team with my thoughts on the proposal (as discussed above) and that this can be reviewed further under 4B/4C.
I have copied Dave Wanucha so that he can weigh in on any concerns for DWR.

Beverly, the revision seems minor to me. We need to consider that we committed to stay out of the 100-year floodway,
floodplain and if not feasible revisit CP 4A. I cannot tell from the drawing if we are encroaching. If we are not, I think

the revision seems minor and I do not see much of a need to revise the merger form. If we are encroaching it may be
best to process this revision of the Concurrence form via an e-mail. Please let me know if there are some other impacts I
maybe missing.
