Operations New River Hardwoods Inc. 4343 Highway 91 N Mountain City, TN 37683 Dear Mr. Bailey: NORTH CAROLINA Environmental Quality April 22, 2019 Subject: General Permit No. NCG210000 New River Hardwoods Inc - West Jefletson Log Yaid COC No. NCG210466 Ashe County In accordance with your application for a discharge permit received on February 8, 2019, we are forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state — NPDES general permit. This permit is issued pursuant to the requirements of Noi Ili Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Please be aware that Buffalo Creek (segment index number 10-2-20) is classified as trout water. Due to this, the benchmark for total suspended solids (TSS) is lowered to 50 mg/L. On March 14, 2019, a compliance evaluation was done by the Division of Energy Mineral and Land Resources (DEMLR), Winston-Salem Regional Office. During the compliance evaluation it was noted that there was a single walled diesel tank, without secondary containment on site. New River Hardwoods Inc. has 60 days, from the date of this letter, to either remove the diesel tank, replace it with a double walled diesel tank, or provide adequate secondary containment equal to the storage capacity of the diesel tank. Please take notice that this certificate of coverage is not transferable except upon approval of the Division of Energy, Mineral and Land Resources (Division). The Division may require modification or revocation and reissuance of the certificate of coverage. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Resources, the Coastal Area Management Act, or any other federal or local government permit that may be required.
