Please address the comment below. The project will remain on hold until this information is submitted. 1. The applicant, Dula Springs Associates LLC, is a corporate entity not registered with the North Carolina Secretary of State's Corporation database. North Carolina General Statute 55-15-01 requires that "A foreign corporation may not transact business in this State until it obtains a certificate of authority from the Secretary of State." In addition, 15A NCAC 02H .0502 (a)(3) requires that any corporation applying for Certification must provide the name and address of the North Carolina process agency. Sorry for the delay, I wanted to revisit the site before responding. 1. Based on the information provided, it appears that the impacted wetland areas will be covered with impervious surfaces such as buildings and parking areas. It is assumed that the runoff from these areas will be routed to a stormwater management control measure. Please explain how the proposed project layout will not adversely impact the hydrology of the remaining adjacent wetlands on the site. Please update any applicable figures and/or site cross-sections. [15A NCAC 02H .0506(g)]. a. Wetlands on-site appear to be influenced primarily from groundwater discharge and/or overland flow from adjacent streams. The remaining wetland on Impact W2 abuts/is adjacent to S1 and appears to be located in a localized floodplain. The wetland will continue to be influenced by the stream and bankfull events. Given the elevation and proximity to the stream, the wetland is also likely to remain influenced by groundwater. It is the opinion of CEC that the proposed project layout will not negatively affect the remaining adjacent wetlands and that groundwater inflow/overland stream flow will not be impacted within this area. The Division has reviewed the information and has determined the application is incomplete and cannot be processed. The application will be placed on hold until the following items are addressed: 1. Based on the information provided, it appears that the impacted wetland areas will be covered with impervious surfaces such as buildings and parking areas.
