(1) Footnote 1 of National Pollutant Discharge Elimination System (NPDES) Permit No. NC0005363; we are submitting this written information on the March 14, 2019, discharge from Outfall 001 to the Lumber River. This notice is provided within ten (10) days of the discharge with the following information: • At 3:37 PM on March 11, 2019; the `greater than 24-hours in advance of a discharge due to maintenance activities'verbal notification was made to NC DEQ. • At 8:12 AM on March 13, 2019; the `greater than 24-hours in advance of a discharge due to maintenance activities'verbal notification was made to NC WRC. • At 10:39 AM on March 14, 2019; Outfall 001 was opened and allowed to discharge for maintenance activities. This discharge will continue until the cooling pond level lowers to its normal operating level. At this time, we cannot provide a date the discharge will cease, it is expected to last for 2 to 4 weeks. • The purpose of the maintenance discharge is to lower the Weatherspoon cooling pond level to facilitate the construction of Outfall 003-Cooling Pond Emergency Spillway. • Once the cooling pond reaches the desired level the discharge from Outfall 001 will cease and construction will begin on the emergency spillway. • No other maintenance discharges of Outfall 001 are expected, therefore there are no steps to take to eliminate or prevent the recurrence of the discharge. • At 3:30 PM on March 14, 2019; the `within 24-hours after discharge due to maintenance activities'verbal notification was made to NC DEQ. • At 3:32 PM on March 14, 2019; the `within 24-hours after discharge due to maintenance activities'verbal notification was made to NC WRC • We will monitor the discharge and provide the data as specified by our NPDES Permit. • Instream monitoring of the Lumber River will be conducted upstream and downstream as required by our NPDES permit and reported on the monthly DMR. 1 f Weatherspoon's March 2019 Discharge from Outfall 001 March 19,2019 Page 2 If there are any questions, please contact either: • Mr. Kent Tyndall, Environmental Professional for the W. An Upper Action Level (UAL) and Lower Action Level (LAL)were established at 337,596 lbs/day and 301,143 lbs/day respectively. COD levels above the LAL for two consecutive days or the UAL for any single day are investigated to determine the cause,and necessary measures are taken to correct the high loading condition. The 2018 daily COD loading to the waste treatment system averaged 201,990 lbs/day. During the same time span,the maximum and minimum daily COD loadings were 462,036 lbs/day and 4,779 lbs/day,respectively. There were four events where the UAL was exceeded and two events that exceeded the LAL; however,none of the LAL exceedances occurred on two or more consecutive days.A table with the dates and COD values is included below. Investigations of the events delineated in the table above are explained below: • July 14:There were three events which contributed to the high COD value: 1) North Black Liquor Oxidation Tank(BLOX)was foaming over; 2) 5 Recovery Boiler west dissolving tank level switch malfunction; &3) 5 Evaporators combined condensate was dirty. S:IGroupslEnvironmentallWastewaterlDMR'SIDMR-20191COD Reportl2018 COD Report.docx The North BLOX tank began foaming over around 10:25 AM.The tank level was dropped but began foaming over again.A misaligned valve was found to be the problem allowing condensate to boil out into the 50%liquor tanks.The 50%liquor was diluted to less than 40%solids and carried through the BLOX tanks.The valve misalignment was corrected. The valves were also labeled to prevent this event in the future. The 5 Recovery Boiler Dissolving Tank level switch malfunctioned.After investigating the issues with the level control switch the malfunctioning switch was replaced. The 5 Evaporators combined condensate was dirty due to misaligned valves which bottled up the condensate requiring the need to sewer condensate leading to higher COD loading.The valve alignment was corrected and the condensates were returned to the scrubber for treatment. • July 28: There were two events which contributed to the loading: 1)4 Set sump system overload in the Pulp Mill area and 2) Draining the Boil Out tank in the Power and Recovery area. The batch system was running while the 4 Set was down. Knots from the Softwood Knot Tank transferred to the New Knot Tank. The black liquor pumps were not running which led to the tank overflowing into the sewers. The pumps were turned back on once the 4 Set was restarted. The boil out tank on the 5 Set Evaporators was drained during a lock-out tag-out to make a tie-in on the combined condensate line. The draining was estimated to last about 6 minutes and is a part of the lock out procedure. Once the Boil Out Tank completed draining,the loading returned to normal. • July 31: During loading of the large batch digesters upon start up from the annual mill outage, only white liquor was loading.Normally,black liquor would also load into the digesters.This liquor accumulated in the New Knot Tank and subsequently overflowed into the sewer.The sump pump which re-collects liquor into the system could not keep up with the overflow. Ultimately,once the situation was discovered,the black liquor pumps were started to the large batch digesters.This lowered the level in the New Knot Tank and stopped the overflow. • September 24: During the day shift,operators were directed to feed liquor to the sewer from the BMP tank. (This feeding was necessary due to outage conditions related to Hurricane Florence in order to keep the wastewater system biologically viable.) Later that day the operators were directed to stop the liquor feed.The pump was turned as directed but the valves were not lined up so that the tank contents would be sent to the Hardwood Tank when needed.The night shift operator was instructed to turn on the blend pump to the Hardwood Tank not realizing the valve misalignment situation,thus allowing the liquor to be released to the sewer instead of the Hardwood Tank. As a result of the event and investigation that followed,a procedure was put in place requiring that a switching form be completed before starting the blend pump to ensure that the liquor is routed to the Hardwood Tank unless it is necessary to send liquor to the sewer for the wastewater system.
