Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The alignment is routed along the north side of E Young Street to limit pedestrians crossing the street multiple times. Wetland impacts wnuld be slightly lower if the sidewalk was located on the other side of E Young St, but tvyn stream channels and associated riparian buffers would be impacted which are not present on the north side. 1b. Specificallydescribe measures taken to avoid or minimize the proposed impacts through construction techniques: Standard erosion control measures will be implemented to ensure protection of downstream waters during construction. Erosion control will be submitted and approved by the State prior to construction. Wetland areas not impacted but adjacent to the project will be clearly marked in the field with high visibility fencing. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State? C' Yes r No 2b. If this project DOES NOT require Compensatory Mitigation, explain why: Permanent fill impacts are only 0.03 acre, with additional 0.05 acre of clearing/conversion in the R/W. Total impacts are under 0.10 acre. I F. Stormwater Management and Diffuse Flow Plan (required by DWR) 1. Diffuse Flow Plan 1a. Does the project include or is it adjacent to protected riparian buffers identified within one of the NC Riparian Buffer Protection Rules? C' Yes r No If no, explain why: Riparian buffers are present on the opposite side of E Young Street. Streams do not e#end to the north side. 2. Stormwater Management Plan 2a. Is this a NCDOT project subject to compliance with NCDOT's Individual NPDES permit NCS000250?* F Yes r No Comments: NCDOT is providing funding for the project and has reviewed and approved the stormwater drainage design. G. Supplementary Information 1. Environmental Documentation 1a. Does the project involve an expenditure of public (federallstate/local) funds or the use of public (federallstate) land?* F Yes r No 1b. Cumulative Impacts (DWR Requirement) 3a. Will this project result in additional development, which could impact nearby downstream water quality? * Yes r No 3b. If you answered "no," provide a short narrative description. The project connects twv existing sidewalk segments to improve pedestrian safety. No increase in traffic or development is anticipated to occur as a result of the project. 4. Sewage Disposal (DWR Requirement) 4a. Is sewage disposal required by DWR for this project?* C' Yes r No r WA 5. Endangered Species and Designated Critical Habitat (Corps Requirement) Sa.
