Hi Heather,
The moratorium only applies to in-water work, so any portion of the detour that is out
of the water can be removed during the in-water work moratorium. Hope this helps.

My understanding was that the permit condition allowed for the temporary detour to
be removed within 90 days of February 15th. This would prevent it from staying in place
additional idle time and reduce the risk of maintenance issues. The increased timeframe
would also create additional costs for the acrow bridge rental. I apologize for any
misunderstanding. Based on your email below, it appears that it will have to stay in. Is
there any way the detour bridge can be removed during the moratorium?

Hi Sarah,
It was written such that the if work on the permanent bridge was completed between
February 15 and September 30 (during the moratorium), and the temporary detour was
no longer needed, then the NCDOT and their contractor has 90 days after the
moratorium (beginning on October 15Y) to completely remove all portions of the

It should be 90 days after. That's what was requested and discussed. I would think it
