Dear Mr. Shaver and Ms. Steenhuis:
The North Carolina Department of Transportation (NCDOT) is proposing to replace Bridge No. 133 over
Caesar Swamp on SR 1002 (Dunn Rd.) in Sampson County. The existing 3 span - 52 ft. bridge will be
replaced with two span - 95 ft. bridge.
A preliminary jurisdictional determination (PJD) was acquired on this project on June 27, 2017 and the
project was assigned Action Id No. SAW-2015-01256. Impacts associated with the bridge include 0.008
acres of permanent wetland impacts (iill and mechanized clearing) and 0.004 acres of beneficial excavation
to match adjacent floodplain. The project also includes 0.296 acres of temporary impacts (hand clearing)
for aerial utility work. Most of this utility corridor is in early succession from cutting in the past. There are
no other utilities that need to be relocated on this project. There is an underground STAR communications
line that is in conflict, but it is going to be retired and abandoned. The attached permit drawings and utility
plans provide more details on the proposed impacts.
Regulatory Approvals
Section 404 Permit: NCDOT is proposing to construct this project under the conditions of Nationwide 3.
Based on the current design and impacts, notiiication requirements are not applicable for this project and
written approval from the USACE is not required. NCDOT will abide by all conditions listed in NW 3, and
will include a copy of the certifications in the permit package and/or contract.
Section 401 Permit: The associated 401 General Certification 4132 will also apply to this project.
Notification thresholds ar circumstances for these certifications are not applicable to this project therefore
written concurrence from the Division of Water Resources (DWR) is not required. NCDOT will abide by
all conditions listed in GC 4132, and will include a copy of the certiiications in the permit package and/ar
contract.

General Project Narrative: State project 176P.3.R.64 involves the replacement of Sampson County Bridge #810133 on SR 1002 (Dunn Road) over Caesar Swamp. The existing bridge consists of 1@ 17'
(Description of Minimization of Water 3", 1@ 17'-0", and 1@ 18'-0", reinforced concrete (RC) deck on timber joists, timber caps, timber piles. It is to be replaced with a 1@ 55' - 0" 24" cored slab, 1@ 40' - 0" 21"
Quality Impacts) cored slab , with 2' - 6" end bent caps (95' total length, 33' total width) at the same location. This project includes rowadway improvements 0.05 miles north east of the bridge
and 0.05 miles south west of the bridge.
The proposed bridge does not contain deck drains. All storm water from the bridge and approaches will be collected by a strom drainage system and discharge into a Rip-Rap
Pad in the southeast quadrant at -L- 16+53 RT. There are no roadside ditches on this project.
