This project has a maximum decrease of 0.8-ft and will be submitted as a MOA type 2b. Please note
there is an increase of 0.1-ft at station 9723 BR D.
REVIEW COMMENTS:
1. Please resolve the negative surcharges at the stations 10363 and 9763 in the corrected effective
plan. Revised.
Verified. No action needed.
2. If possible please resolve the surcharge greater than 1 foot at station 9723 BR D in both the
corrected effective and revised plans. Resolved in the revised plan but I could not resolve the
surcharge greater than 1 foot in the corrected effective plan without causing a negative
surcharges upstream.
Verified. Surcharges above 1' at internal bridge sections are not preferred, but can be allowed if
removal causes issues elsewhere outside of the structure. No further action needed.
3. For the Corrected Effective and Revised plans, please explain in the narrative the reason for
Manning's n-values differences at station 9763. Please support your explanation with
photographic evidence. Upstream toe RS 9763 —The n-values changed based on the proposed
excavation and proposed driveway. The upstream toe will now mimic the existing/proposed
downstream toe.
Verified. The reviewer confirmed that this minor n-value adjustmen�t does not affect the MOA
type or approval. fVo action needed.
4. Please note that the center reach length for cross sections 10363, 9971, 9763, and 9690 are not
equal to that cross section minus the next downstream cross section. The difference in
stationing should match. Please consider updating the stationing or discuss the reason for
discrepancy. Revised.

5. Please verify the dimensions of the structure at section RS 9723. The proposed structure
suggests a two span (1@50' and 1@100') as stated in the BSR and project narrative. The HEC-
RAS model displays a three span (1@50' 1@65' and 1@35') bridge. The wrong model was placed
in the previous submittal. The comments from this review were incorporated in the current
model. Verified. No action needed.
6. Please consider lowering the ineffective elevation at station 9723 to the minimum structure
elevation. Revised.

NOTES FOR NCFMP:
Please note that the HEC-RAS model has an additional flow change location at RS 30117 (2400
cfs for the 100 yr event). This flow change is included in the effective model so no action is
needed by DOT.
FINAL DETERMINATION:
This project is recommended for approval as a type 2b project.
