TROGDON, III SECRETARY Re: Shelter Swamp Creek Mitigation Site, Onslow County, Project # 17BP.3.R.1, Action ID No. SAW-2012-00394, DWR Project # 14-0182, DCM Permit # 41-14 Mr. Shaver: As you are aware, the Department has monitored the Shelter Swamp Creek mitigation site since construction was completed in March 2016. The Shelter Swamp Creek mitigation site is located at Bridge No. 26 over Shelter Swamp Creek on NC 50. The site was planted in March of 2016 and consists of 0.80 acre of wetland restoration to offset impacts associated with Project # 17BP.3.R.1. Per the permit special conditions, NCDOT was required to monitor the Shelter Swamp Creek mitigation site for three years with visual vegetation monitoring conducted each year. Hydrologic monitoring was not required for this project. During the monitoring period, annual monitoring reports were submitted to the appropriate regulatory agencies via the Environmental Analysis Unit (EAU) website: https: //connect. ncdot. ;;ov/resources/Environmental/Pages/Permits-and-Mitigation. aspx After three years of vegetation monitoring, the Shelter Swamp Creek mitigation site indicates that the planted species are surviving and the restoration area has re -attained jurisdictional status. Individual annual monitoring data is provided within the monitoring reports available on EAU's website between 2016 and 2018. NCDOT requests that the appropriate resource agencies provide documentation stating that no further monitoring is required and that the site is closed.
