DESCRIPTION OF PROJECT Location of Project The Town of Tarboro is located geographically within Edgecombe County. The Town is 72 miles from Raleigh, the State capital, 25 miles from Greenville, a primary eastern NC hub, and two hours from the Outer Banks. Major transportation corridors include Highway US 64 and Interstate 95 allow for strategic accessibility to and from the East Coast's major markets. Sewer main replacement will take place within the Town of Tarboro casement and NCDOT right-of- way (below): • W. Hope Lodge Road (SR 1213) Topography within the project area is generally flat to gently rolling, sloping between 0-5 percent. Manmade drainage features such as swales and roadside ditches collect and remove stormwater runoff. The proposed area of work follows a Tarboro utility casement between W. Northern Boulevard and W. Hope Lodge Road. The site is generally clear and open with trees adjacent to the area of work. TYPE OF DEVELOPMENT Gravity Sewer The proposed sanitary sewer project will consist of replacing approximately 2,100 LF of 12-inch gravity sewer main with 6 manholes extending from W. Hope Lodge Road upstream toward W. Northern Boulevard. At the time of the construction the sewer main will serve existing parcels with customers. There will be no overall increase to flow within the system. The existing upstream customers include residential, small commercial, institutional, medical and industrial users. The existing alignment of the current sewer main will be maintained for the majority the line. However, due to the proximity of a nearby ditch, one segment of the line will be shifted approximately 10 feet away from the existing alignment. In addition, due to the upstream and downstream inverts of manholes outside the project area, approximately 1,354 LF of the 12-inch gravity sewer main will have a slope (0.10%) that is below the State minimum slope for 12-inch gravity sewer main (0.22%) and therefore are considered high -property lines. To this end, a variance request including the completed VADC 10-14 form will be submitted concurrently with this sewer application. Pump Station & Force Mains There are no anticipated improvements to the existing sewer pump station or force main downstream of the W. Hope Lodge Road outfall. The project scope is limited to replacement of existing gravity main with a like -for -like diameter only. Treatment Wastewater collected from the W. Hope Lodge Road outfall will be conveyed through an existing gravity t collection network to the Tarboro Wastewater Treatment Plant (WWTP). The current project will not include any improvements or direct impacts to the Town's treatment facility. Due to manhole inverts upstream and downstream of the project area, some sections of the replaced line will have a slope that does not meet the state minimum slope for a 12-inch gravity sewer line. Therefore, a variance request package is required. This package will included one (1) copy of the Application for Gravity Sewer Extension, which itself was submitted concurrently and separately from this application package. We received a fast track application from The Wooten Company for the Town of Tarboro. The project name is'2018 Northern Boulevard 12-inch Sewer Replacement'. In the package they submitted is a variance request form for some sections of the replaced line that does not meet minimum slope for a 12-inch gravity sewer line. Reading the narrative that was submitted, it states that -1354 If of 12-inch gravity sewer will have a slope of—0.10%, which is below the State minimum slope of 0.22% for 12-inch gravity sewers. We received the application on 11-20-18. Did you receive the variance request for this project? It appears they sent everything to the RRO.
