Salisbury St., Suite 925 Raleigh, North Carolina 27604 NC Dept of Environmental Quality MAR - 7 2019 Raleigh Regional Office {' T r v✓ U�v cJ �J `51 14J Re: Southeast Regional Lift Station Gravity Sewer and Force Main Dear Mr. Cashion: Hazen and Sawyer is pleased to submit two (2) copies of the Southeast Regional Lift Station Gravity Sewer and Force Main application package to request issuance of a Sewer Permit for the Gravity Sewer and Force Main associated with the Southeast Regional Lift Station (SRLS) for the City of Durham. The new SRLS and its associated pipelines have been divided into separate contracts. The SRLS contract has a longer construction duration and has already been permitted by NCDENR. This application only pertains to the Gravity Sewer and Force Main contract. Proiect Description The new SRLS will serve an area bounded by US 98, HWY 70, Sherron Rd and the Durham County line. The area is currently served by five existing lift stations, which convey flow to the North Durham Water Reclamation Facility (NDWRF) through the Lick Creek Pump Station (LCPS) located in the adjacent Little Lick Creek Drainage Basin, or by pumping directly into the LCPS force main. As part of this project, three (3) of these lift stations will be eliminated and their basins will flow by gravity into the new SRLS. The remaining lift stations will stay in service but will discharge into interceptors for conveyance to the SRLS. The City of Durham expects significant development in the SRLS sewershed and the SRLS and associated pipelines have been designed to convey these additional flows as development occurs. The SRLS will convey flow through the SRLS Force Main to the LCPS effluent force main. Expected flows for the SRLS are 10 mgd for Phase 1 and 23 mgd for Phase 2. The SRLS Force Main Phase 1 will convey flows to the LCPS effluent force main for the duration of Phase 1. Phase 2 of the project includes the extension of the SRLS Force Main to the North Durham Water Reclamation Facility (NDWRF). The Phase 2 SRLS Force Main will be needed when combined flows from the Lick Creek Pump Station and SRLS exceed approximately 22 mgd. The Phase 2 Force Main will be interconnected with the LCPS Force Main allowing both pump stations to utilize the new force main, providing system redundancy and flexibility and also facilitating improvements/replacement of the existing LCPS FM.
