Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The proposed Town of Apex Electric Operations Center site is located off Milano Avenue, approximately three quarters of a mile north of Humie Olive Road. Currently, the site is used as an electrical substation. The site was composed of two parcels for a total of approximately 14.77 acres; PIN: 0721-45-1759, and 0721-35-8741; Zoning: RR -CZ in Wake County. The site runs from a high point near the southern portion of the property to a low point towards the northern portion of the property. There is a 100' Duke Energy transmission line easement that runs north to south along the west side of the site. The existing substation in located on the north side of the project. There are drainage areas running south to north in a couple locations which fall to the stream located on the north east side of the site. In order to retain an existing 40" oak tree the proposed grading and finished floor elevations are designed to accomrnodate the aforementioned oak tree. Retaining walls will be required. A Traffic Impact Analysis for the facility and its subsequent improvements has been completed by Ramey Kemp & Associates The extension of Milano Avenue is an additional design component of the project that will connect the two existing portions of Milano Avenue located on adjacent properties to the east and wrest. The Milano Avenue extension will also include the extension of a 10' multi -use path for residents of the surrounding neighborhoods. 4b. Explain the purpose of the proposed project:* The proposed facilities of the electric operation center is a new construction designed to serve the growing needs for the Town of Apex. The main building, which will house the staff offices and warehouse space is the prominent feature of the site. Two main driveways will create access for staff, delivery drop-offs and visitor parking. Two main driveways create a loop all the way around the building and parking lots. Two gates will be provided for controlled access as well as a perimeter fence. The two service yards and substation can be accessed by an internal roadway. These service yards will serve as a storage space for utility poles, transformers, ware spools and other line equipment. 4i.
