The short-term single net erosion control blanket shall be a machine -produced mat of 100% agricultural straw with a functional longevity of up to 12
months. (NOTE: functional longevity may vary depending upon climatic conditions, soil, geographical location, and elevation). The blanket shall be of
consistent thickness with the straw evenly distributed over the entire area of the mat. The blanket shall be covered on the top side with a lightweight
photodegradable polypropylene netting having an approximate 0.50 x 0.50 (1.27 x 1.27 cm) mesh. The blanket shall be sewn together on 1.50 inch
(3.81 cm) centers with degradable thread.
The S75 shall meet requirements established by the Erosion Control Technology Council (ECTC) Specification and the US Department of
Transportation, Federal Highway Administration's (FHWA) Standard Specifications for Construction of Roads and Bridges on Federal Highway
Projects, FP -03 Section 713.17 as a type 2.0 Short-term Single Net Erosion Control Blanket.
The blanket shall be manufactured with a colored thread stitched along both outer edges (approximately 2-5 inches [5-12.5 cm] from the edge) as an
overlap guide for adjacent mats.

INSTALLATION:
BLANKET IS DESIGNED TO PROTECT SEED ON SLOPES AND REDUCE OR PREVENT EROSION.
PROPERLY PREPARE, FERTILIZE AND SEED AREA TO BE COVERED BEFORE BLANKET IS APPLIED.
OVERCUT CHANNELS 2" TO ALLOW BULKING DURING SEEDBED PREPARATION. WHEN THE BLANKET
IS UNROLLED, NETTING SHOULD BE ON TOP AND FIBERS IN CONTACT WITH TEH SOIL OVER THE
ENTIRE AREA. IN DITCHES, APPLY BLANKETS IN THE DIRECTION THE WATER FLOWS, BUTTING THEM
AT THE ENDS AND SIDES AND THEN STAPLING. ON SLOPES, APPLY BLANKETS HORIZONTAL TO SLOPE,
OVERLAP ENDS AND SIDES 6" AND THEN STAPLE. VERTICAL INSTALLATION MAY USED UPON ENGINEERS
APPROVAL. INSTALL 6" LONGITUDINAL ANCHOR TRENCHES AT TOP OF SLOPE, AND ANCHOR. LONGITUDINAL
ANCHOR TRENCHES SHOULD BE LOCATED ABOVE THE DESIGN DEPTH OF DITCHES.
STAPLING INSTRUCTIONS:
USE WIRE STAPLES, .091" DIAMETER OR GREATER, "U" SHAPED WITH LEGS 6" LONG OR LONGER
AND 1" CROWN. SIZE AND GAUGE OF STAPLES USED WILL VARY WITH SOIL CONDITIONS. DRIVE STAPLES
VERTICALLY INTO THE GROUND. USE FOUR STAPLES ACROSS AT THE START OF EACH ROLL. FOR SLOPE

PROJECT NARRATIVE
THE PROPOSED GREENSBORO ABANDONMENT PROJECT IS LOCATED IN GUILFORD COUNTY, NORTH
CAROLINA. THE PROJECT INCLUDES REMOVING AN ABANDONED TOWER AND INSTALLING GUY WIRES TO
REPLACE THE STATIC WIRE FROM THE ADJACENT EXISTING TOWERS. THE PROJECT IS LOCATED WITHIN
DUKE ENERGY'S MOWED AND MAINTAINED RIGHT OF WAY. THE DISTURBED AREA IS 1.12 ACRES. THE
PROJECT WILL NOT CHANGE THE EXISTING LAND USE AND WILL REMOVE THE EXISTING TRANSMISSION
TOWER ALREADY IN PLACE. PRIOR TO CONSTRUCTION, A DUKE ENERGY CONSTRUCTION CONTRACTOR WILL
INSTALL EROSION CONTROL MEASURES TO ENCOMPASS THE ANTICIPATED CONSTRUCTION LIMITS.
PREDEVELOPMENT CONDITIONS WILL BE RESTORED AND THE AREA WILL BE STABILIZED PRIOR TO
COMPLETION OF CONSTRUCTION. AN AVOIDANCE AND MINIMIZATION OF DISTURBANCE APPROACH HAS BEEN
INCORPORATED INTO THE DESIGN OF THE EROSION CONTROL MEASURES BY UTILIZING EXISTING ACCESS
POINTS AND STABILIZED RIGHT-OF-WAY ACCESS ROUTES, WHENEVER POSSIBLE. EROSION CONTROL
MEASURES ARE INDICATED HEREIN FOR PERMITTING USE ONLY BY NCDEQ. THE INITIAL PROJECT DURATION
IS ANTICIPATED TO START IN 06/01/2019 AND BE COMPLETED IN 09/01/2019.

5. DITCH TREATMENT SHALL BE USED IN AREAS WHERE STEEP GRADES COULD CAUSE DITCH EROSION. USE OF EXCELSIOR MATTING OR FIBERGLASS/SYNTHETIC ROVING IS ACCEPTABLE. DITCH
TREATMENT SHALL BE INSTALLED BEFORE MULCHING OPERATION.
6. VEGETATION SHALL BE ESTABLISHED ON ALL DISTURBED AREA WITHIN 14 DAYS OF COMPLETION OF ANY PHASE OF GRADING ACTIVITIES OR WHERE CONSTRUCTION WILL TEMPORARILY
CEASE FOR MORE 21 CALENDAR DAYS.
7. CONTRACTOR SHALL WATER SEEDED AREAS AS NECESSARY TO ESTABLISH VEGETATION.
8. CONTRACTOR SHALL WARRANT VEGETATION GROWTH FOR ONE YEAR.
CONSTRUCTION NOTES:
SEEDBED PREPARATIONS
1. CHISEL COMPACTED AREAS AND SPREAD TOPSOIL MINIMUM 4 INCHES DEEP OVER
ADVERSE SOIL CONDITIONS.
2. RIP THE ENTIRE AREA TO A DEPTH OF 6 INCHES.
3. REMOVE ALL LOOSE ROCK, ROOTS, AND OTHER DEBRIS LEAVING SURFACE
REASONABLY SMOOTH AND UNIFORM.
4. APPLY AGRICULTURE LIME, FERTILIZER, AND SUPERPHOSPHATE UNIFORMLY AND
MIX WITH SOIL. (SEE BELOW*)
5. CONTINUE TILLAGE UNTIL A WELL -PULVERIZED, FIRM, REASONABLY UNIFORM
SEEDBED IS PREPARED 4 TO 6 INCHES DEEP.
6. SEED ON A FRESHLY PREPARED SEEDBED AND COVER SEED LIGHTLY WITH
SEEDING EQUIPMENT OR CULTIPACK AFTER SEEDING.
7. MULCH IMMEDIATELY AFTER SEEDING. ANCHOR MULCH AGAINST WIND.
8. INSPECT ALL SEEDED AREAS AND MAKE NECESSARY REPAIRS OR RESEEDINGS
DURING PLANTING SEASON IF POSSIBLE. IF STAND SHOULD BE OVER 60%
DAMAGED, RE-ESTABLISH FOLOWING ORIGINAL
CLEARING AND CONSTRUCTION NOTES:
THE FOLLOWING ACTIVITIES SHALL BE FOLLOWED BY DUKE ENERGY AND ITS CONTRACTORS FOR THE PROJECT.
1. ALL CONSTRUCTION ACCESS (PARTICULARLY THOSE CROSSING BRANCHES THAT ARE NOT SHOWN ON THE APPROVED
PLAN AS SUBMITTED TO NCDEQ) SHALL FOLLOW THE TYPICAL DETAILS NOTED ON THESE DETAIL SHEETS.
2. ALL ROAD BEDS, SLOPES AND DISTURBED AREAS SHALL BE STABILIZED IMMEDIATELY AND SEEDED WITHIN 14 WORKING
DAYS OF COMPLETION OF ANY GRADING.
3. ALL ROAD BEDS, SLOPES AND DISTURBED AREAS SHALL BE STABILIZED DAILY.
4. MINOR FIELD ADJUSTMENTS TO THE PROPOSED SEDIMENT AND EROSION CONTROL MEASURES (SUCH AS SHIFTING THE
POSITION OR SLIGHTLY RE -DIRECTING A SILT FENCE) WILL BE NECESSARY TO ACCOUNT FOR REAL TERRAIN AND
GRADING CONDITIONS. ALSO, ADDITIONAL SEDIMENT AND EROSION CONTROL MEASURES COULD BE NECESSARY TO HELP
PREVENT OFF-SITE SEDIMENTATION. IT IS THE RESPONSIBILITY OF THE CONTRACTOR AT ALL TIMES TO HELP PREVENT
EROSIVE CONDITIONS AND OFF-SITE SEDIMENTATION FROM DEVELOPING ON THE CONSTRUCTION SITE. SHOULD
QUESTIONS, CONCERNS OR PROBLEMS ARISE CONCERNING THE INSTALLATION OF THE S&EC PLAN, PLEASE CONSULT
THE ENGINEER FOR ASSISTANCE. MAJOR DEVIATIONS TO THE APPROVED E&SC PLAN MUST BE REPORTED AND
APPROVED BY NCDEQ.
5. SEDIMENT AND EROSION CONTROL MEASURES MUST BE MAINTAINED ON A DAILY BASIS DURING ALL LINE CONSTRUCTION
OPERATIONS.
6. ACCESS ROADS ON GRADES OF 20% SLOPE OR GREATER, ON POORLY DRAINED SOILS, OR IN POTENTIAL PROBLEM AREAS
SHALL BE SURFACED WITH A MAXIMAL 6" LAYER OF GRAVEL OR AGGREGATE BASE COURSE FOR STABILIZATION.
7. INSTALLATION AND REPAIR OF ACCESS ROADS SHALL USE SILT FENCE ON THE DOWN GRADIENT SIDE OF THE ROAD AND
WATER BARS TO DIVERT DRAINAGE BACK TO EXISTING CONTOURS.
8. SEEDING FOR SITE STABILIZATION SHALL OCCUR IMMEDIATELY FOLLOWING THE COMPLETION OF ANY PHASE OF
CONSTRUCTION IN A PROJECT. IT SHALL BE THE INTENT FOR THIS PROJECT THAT SEEDING FOR STABILIZATION
(TEMPORARY OR PERMANENT) SHALL NOT LAG CLEARING OPERATIONS BY MORE THAN 1,000 FEET.
9. ANY OFF-SITE BORROW AND WASTE REQUIRED FOR THIS PROJECT MUST COME FROM A SITE WITH AN APPROVED
EROSION CONTROL PLAN, A SITE REGULATED UNDER THE MINING ACT OF 1971, OR A LANDFILL REGULATED BY THE
DIVISION OF SOLID WASTE MANAGEMENT. TRASH/DEBRIS FROM DEMOLITION ACTIVITIES OR GENERATED BY ANY
ACTIVITIES ON SITE MUST BE DISPOSED OF AT A FACILITY REGULATED BY THE DIVISION OF SOLID WASTE MANAGEMENT
OR PER DIVISION OF SOLID WASTE MANAGEMENT OR DIVISION OF WATER RESOURCES RULES AND REGULATIONS.

-ANY AREA ACCESSED BY VEHICLE OUTSIDE OF THE PERMITTED LOD SHALL BE
COMPLETELY STABILIZED WITHIN 48 HOURS OR LESS. AREAS SHALL BE STABILIZED TO
NCDEQ SPECS PER DESIGN MANUAL FOR PERMANENT STABILIZATION.
-AREAS SHALL BE SEEDED WITH STRAW WITHIN 48 HOURS WITH A NCDEQ PERMANENT
SEED SPEC.
-ANY AREAS WHERE RUTS WERE CREATED SHALL BE SMOOTHED AND GRADED TO
PROVIDE APPROPRIATE PERMANENT STABILIZATION PER NCDEQ SPEC. ALL MUST BE
COMPLETED WITHIN 48 HOURS OF DISTURBANCE.
-ANY AREAS THAT CONTAIN SLOPES OF 3:1 OR STEEPER SHALL BE MATTED WITH A
HEAVY MATTING AND/OR COCONUT MATTING PRODUCT.
-ACCESS WHERE SLOPES ARE TOO STEEP FOR SAFE VEHICLE ACCESS SHALL BE
ROCKED WITH FABRIC UNDERNEATH. REMOVAL AND/OR STABILIZATION OF SUCH AREAS
WILL BE AT THE DISCRETION OF NCDEQ OR THE PROPERTY OWNER.
-AREAS THAT NEED TO BE STABILIZED AND/OR GRADED FOR SEED PREPARATION THAT
ARE CONSIDERED TOO WET WILL HAVE TEMPORARY EROSION CONTROL MEASURES
INSTALLED. TEMPORARY EROSION CONTROL MEASURES SHALL BE INSTALLED TO
MAINTAIN ALL SEDIMENT ON SITE UNTIL THE AREA IS DRY ENOUGH TO WORK. NO
CONSTRUCTION ACCESS WILL BE ALLOWED IN AREA WAITING ON STABILIZATION DUE TO
WET CONDITIONS.
-ALL AREAS WILL BE INSPECTED WEEKLY OR WITHIN 24HRS OF A.5 OR GREATER RAIN
EVENT AND DOCUMENTED ON NPDES MONITORING RECORDS FOR THE PERMIT.
-ALL AREAS SHALL BE SEEDED AND STABILIZED AS OFTEN AS NEEDED TO PROVIDE
PERMANENT STABILIZATION PER NCDEQ REQUIREMENTS.
-ADDITIONAL MEASURES WILL BE INSTALLED AT ANY TIME IF DUKE ENVIRONMENTAL
OVERSIGHT OR NCDEQ FEELS IT IS APPROPRIATE TO MAINTAIN COMPLIANCE AND GOOD
STEWARDSHIP.
-ANY AREAS TOO WET FOR LIMITED DISTURBANCE ACCESS WILL BE SHUT DOWN AND NO
ACCESS WILL BE ALLOWED UNTIL CONDITIONS ARE SUITABLE FOR MINIMAL
DISTURBANCE.
CONSTRUCTION SEQUENCE:
OBTAIN AND MAINTAIN ON SITE THE LAND -DISTURBING PERMIT FROM NCDEQ.
1. ALL POTENTIALLY AFFECTED PROPERTY OWNERS WILL BE NOTIFIED PRIOR TO
CONSTRUCTION.
2. NOTIFY NCDEQ AT LEAST 48 HOURS PRIOR TO BEGINNING WORK.
3. HOLD PRE -CONSTRUCTION MEETING.
4. INSTALL CONSTRUCTION ENTRANCES TO RIGHT-OF-WAY.
5. INSTALL ALL EROSION & SEDIMENT CONTROL MEASURES AS SHOWN ON PLANS, PRIOR
TO ANY SITE DISTURBANCE ACTIVITIES (CLEARING, GRUBBING, GRADING, OR
EXCAVATION).
6. CLEARING AND GRUBBING FOR ACCESS ONLY AS SHOWN ON PLANS.

12. MINIMIZE THE DISCHARGE OF POLLUTANTS FROM EQUIPMENT AND VEHICLE WASHING, WHEEL
WASH WATER, AND OTHER WASH WATERS. WASH WATERS MUST BE TREATED IN A SEDIMENT

LITTER, BUILDING MATERIAL AND LAND CLEARING WASTE
1. Never bury or burn waste. Place litter and debris in approved waste containers.
2. Provide a sufficient number of waste containers on site to manage the quantity of
waste produced.
3. Locate waste containers at least 50 feet away from storm drain inlets and surface
waters unless no other alternatives are reasonably available.
4. Locate waste containers on areas that do not receive substantial amounts of runoff
from upland areas and does not drain directly to a storm drain, stream or wetland.
5. Cover waste containers at the end of each workday and before storm events. Repair
or replace damaged waste containers.
6. Anchor all lightweight items in waste containers during times of high winds.
7. Empty waste containers as needed to prevent overflow.
8. Dispose waste off-site at an approved disposal facility.
PAINT AND OTHER LIQUID WASTE
1. Do not dump paint and other liquid waste into storm drains, streams or wetlands.
2. Locate paint washouts at least 50 feet away from storm drain inlets and surface
waters unless no other alternatives are reasonably available.
3. Contain liquid wastes in a controlled area.
4. Containment must be labeled, sized and placed appropriately for the needs of site.
5. Prevent the discharge of soaps, solvents, detergents and other liquid wastes from
construction sites.
PORTABLE TOILETS
1. Install portable toilets on level ground, at least 50 feet away from storm drains,
streams or wetlands unless there is no alternative reasonably available. If 50 foot
offset is not attainable, provide relocation of portable toilet behind silt fence or place
on a gravel pad and surround with sand bags.
2. Provide staking or anchoring of portable toilets during periods of high winds or in high
foot traffic areas.
3. Monitor portable toilets for leaking and properly dispose of any leaked material.
Utilize a licensed sanitary waste hauler to remove leaking portable toilets and replace
with properly operating unit.
EARTHEN STOCKPILE MANAGEMENT
1. Show stockpile locations on plans. Locate earthen -material stockpile areas at least
50 feet away from storm drain inlets, sediment basins, perimeter sediment controls
and surface waters unless it can be shown no other alternatives are reasonably
available.
2. Protect stockpile with silt fence installed along toe of slope with a minimum offset of
five feet from the toe of stockpile.
3. Provide stable stone access point when feasible.
4. Stabilize stockpile within the timeframes provided on this sheet and in accordance
with the approved plan and any additional requirements. Soil stabilization is defined
as vegetative, physical or chemical coverage techniques that will restrain accelerated
erosion on disturbed soils for temporary or permanent control needs.

1. Do not discharge concrete or cement slurry from the site.
2. Dispose of, or recycle settled, hardened concrete residue in accordance with local
and state solid waste regulations and at an approved facility.
3. Manage washout from mortar mixers in accordance with the above item and in
addition place the mixer and associated materials on impervious barrier and within
lot perimeter silt fence.
4. Install temporary concrete washouts per local requirements, where applicable. If an
alternate method or product is to be used, contact your approval authority for
review and approval. If local standard details are not available, use one of the two
types of temporary concrete washouts provided on this detail.
5. Do not use concrete washouts for dewatering or storing defective curb or sidewalk
sections. Stormwater accumulated within the washout may not be pumped into or
discharged to the storm drain system or receiving surface waters. Liquid waste must
be pumped out and removed from project.
6. Locate washouts at least 50 feet from storm drain inlets and surface waters unless it
can be shown that no other alternatives are reasonably available. At a minimum,
install protection of storm drain inlet(s) closest to the washout which could receive
spills or overflow.
7. Locate washouts in an easily accessible area, on level ground and install a stone
entrance pad in front of the washout. Additional controls may be required by the
approving authority.
8. Install at least one sign directing concrete trucks to the washout within the project
limits. Post signage on the washout itself to identify this location.
9. Remove leavings from the washout when at approximately 75% capacity to limit
overflow events. Replace the tarp, sand bags or other temporary structural
components when no longer functional. When utilizing alternative or proprietary
products, follow manufacturer's instructions.
10. At the completion of the concrete work, remove remaining leavings and dispose of
in an approved disposal facility. Fill pit, if applicable, and stabilize any disturbance
caused by removal of washout.
