Document: Minimum Criteria Funding: � State ❑ Federal � Yes ❑ No Permit Type: NWP 3 or 14 Project Description: The project calls for the replacement of Bridge No. 35 on SR 1143 (Sladesville Credle Road) over an tributary to Slades Creek in Hyde County. The archaeological Area of Potential Effects (APE) for the project is defined as an 800 foot (243.84 m) long corridor running 400 feet (121.92 m) north and 400 feet south along Sladesville Credle Road from the center of the bridge. The corridor is approximately 100 feet (30.48 m) wide extending SO feet (15.24 m) on either side of the road from its present center. SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined: � There are no National Register listed or eligible ARCHAEOLOGICAL SITES present within the project's area of potential effects. (Attach any notes or documents as needed) � No subsurface archaeological investigations were required for this project. ❑ Subsurface investigations did not reveal the presence of any archaeological resources. ❑ Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. ❑ All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. "NO NATIONAL REGISTER ELIGIBLE OR LISTED ARCHAEOLOGICAL SITES PRESENT` form for the Amended Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. 1 of 7 Project Tracking No.: 16-08-0034 Brief description of review activities, results of review, and conclusions: Bridge No. 35 is located just south the town of Sladesville and east of Pungo River in the western portion of Hyde County, North Carolina. The project area is plotted near the western edge of the Scraton USGS 7.5' topographic quadrangle (Figure 1). A map review and site file search was conducted at the Office of State Archaeology (OSA) on September 6, 2016. No previously recorded archaeological sites have been identified within the APE or within a mile of the bridge. According to the North Carolina State Historic Preservation Office online data base (HPOWEB 2016), only one surveyed structure falls within the archaeological APE. The Napoleon Sears Store (HY 194) is located in the southeastern quadrant (Figure 2). No significant archaeological resources associated with this structure are anticipated. Outside the APE to the southwest is the St. John's Episcopal Church (HY 195) (Figure 3). This structure is Study Listed. The contributing archaeological resources associated with the structure will not be affected by this project; however, its adjacent cemetery is within the APE (Figure 4). If impacts were to occur at the cemetery, then work must be in compliance with G.S. 65 and G.S. 70. Other surveyed only structures in the vicinity include the Gratz Credle House (HY 190) and the Swindell-Credle House (HY 189) to the northeast and the Jarvis-Elixson House (HY 196) to the southeast. Properties associated within these structures are outside of the APE and no associated archaeological resources will be affected. Topographic maps, USDA soil survey maps, aerial photographs (NC One Map), and historic maps (North Carolina maps website) were examined for information on environmental and cultural variables that may have contributed to prehistoric or historic settlement within the project limits and to assess the level of ground disturbance. A field reconnaissance of the project area was conducted on September 15, 2016 in order to evaluate the cemetery at St. John's Church, determine its extent within the APE, and assess the potential for early settlement activities on the dry landforms. Bridge 35 and Sladesville Credle Road cross the tributary to Slades Creek north to south. The stream flows west eventually emptying into the Pungo River. The project area consists of brackish mash, reclaimed land, and broad upland flats (see Figure 4). Ground disturbance consists mostly of drainage ditches placed alongside the road and filled-in marshland for development on the northside of the bridge. The business structure on the northside of the bridge shown on the aerial photograph has since been removed (Figure 5). Sections of the marsh alongside the road have also been covered in fill as well. Residential properties to the north are open (Figure 6), while the church property to the south is forested. The USDA soil survey identifies three soil types within the APE (see Figure 2). The marshes are made up of Delway muck (DeA). This nearly level series is very poorly drained and very frequently flooded. The northern upland flat is composed of Yeopim silt loam (YeA) which has a slope of less than 3 percent. Although described as moderately well drained, soil probes during the reconnaissance showed a thin upper layer of saturated soil followed by clay. Last, the southern upland flat consists of Yonges loam (YoA). This is a poorly drained soil with slope of less than 2 percent. None of these soils have the potential of yielding signiiicant archaeological resources since they are persistently wet and unsuitable for early settlement activities. The site files at OSA shows no archaeological surveys and few reviews in the region. It appears that OSA evaluated Bridge No. 35 at some point along with other nearby bridges, but an ER number could not be found to determine OSA's recommendation. It seems that the bridge was submitted for review with several other bridges and associated documentation was not recorded in the files. It is likely no archaeological wark was recommended by OSA. In general, it appears the surrounding area has low potential for significant archaeological sites, since The Hyde County Archaeological Survey Project carried out by East Carolina University in 1984 identifies no sites in the area or recorded any areas of high potential. Most would show Sladesville and the drainages, but none would illustrate roads or structures. As a result, no significant information could be gathered from the maps. The field reconnaissance of the project area consisted of walk-over of the APE, soil probing, and digital recording of the graves and extent of the cemetery. St. John's Church is reported to have been built in 1875 and moved to its present location in 1901 (http://www.thewashin tog ndailynews.com/2016/06/08/ historical-society-meeting-draws-70-people/). The church structure is situated outside of the project limits, but its cemetery extends into the currently defined APE (almost to the ditchline)(see Figure 3). The cemetery consists of a total of 41 marked graves found to the east and south sides of the church (see Figure 4). The possibility of unmarked graves is likely. All graves date from the early 20`h century to the early 21St century. Some of the families buried at the cemetery include the Daniels, Lupton, Newman, and Sears. Other features found in the churchyard include a brick cistern to the north and a ruined wooden structure also to the north. This ruined structure could be a house or workshop not associated with the church. No archaeological resources were observed within the APE and the church and cemetery were not recorded as an archaeological site; however, at least nine graves either fall entirely within the APE or partially. The presence of unmarked graves is possible as soil probing was inconclusive. It is recommended that the churchyard be avoided to preserve the graves. If the churchyard and it cemetery cannot be avoided further work will be needed in compliance with G.S. 65 and 70. Other investigations in the project area included soil probes in the northeast quadrant. The marshland just north of the bridge has been filled-in with a mix of oyster shells and loamy sand soil to raise the land approximately a foot or less above the water table (see Figure 5). The open residential property away from the former marsh consists of some fill but mostly it appears intact (see Figure 6). The stratigraphy is composed of two layers. The upper is a very dark grayish brown (lOYR 3/2) loamy sand that is about 10 cm (4 in) thick. It is followed by a very compact dark gray (lOYR 4/1) to grayish brown (lOYR 5/2) clay. Both layers have high water content but run-off into the lower ditches and marshland is likely rapid preventing flooding. All other areas within the APE consist of marshland made up of either standing water or muck. Significant archaeological deposits were not observed and are not likely. The defined archaeological APE for the proposed replacement of Bridge No. 35 in Hyde County is unlikely to impact intact and significant archaeological deposits. This is due to poor soils and persistent wetness, which is unsuitable for early settlement activities. As long as impacts to the subsurface occur within the defined APE and St. John's cemetery is avoided, no further archaeological work is recommended for the proposed replacement of Bridge No. 35. If work should affect subsurface areas beyond the defined APE or the cemetery, further archaeological consultation will be necessary.
