SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW
Description ofreview activities, results, and conclusions: HPOWeb reviewed on 13 September 2016
and yielded one SL, four SS, and no NR, DE, or LD properties in the Area of Potential EfFects
(APE). The APE extends 500 feet from either end of the existing bridge (N-S) and 200 feet to
either side of the SR 1143 (Sladesville-Credle Road) centerline (E-W) to encompass anticipated
construction activities and likely impacts. Hyde County current GIS mapping, aerial
photography, and tax information revealed an APE of woodland and wetland with resources
dating from the 1900s to the 1990s, of which seven pre-date 1970 (viewed 13 September
2016). Among the latter are the study-listed St. John's Episcopal Church (HY0195), the
recorded Gratz Credle House (HY0190), Napolean Sears Store (HY0194), Jarvis-Elixson House
(HY0196), and Jarvis-Sears House (HY0197), as well as one additional house and a school
building (see attached map). Constructed in 1951, Bridge No. 35 is not eligible for the National
Register according to the NCDOT Historic Bridge Inventory as it is neither aesthetically nor
technologically significant. The comprehensive county architectural survey (2009-2010), as well
as later investigations, recorded no properties in the APE apart from those noted above. The
presence of multiple, pre-1970s resources in the APE indicated the need for field assessment
and full evaluations for National Register eligibility.
S& ME, Inc. completed investigation of the seven identified properties for NCDOT in October
2017 (contracting process, as well as review and revision of work received contributed to
expanded time frame; technical report on file at NCDOT—Historic Architecture and HPO). S&
ME, Inc. confirmed the NR eligibility of St. John's Episcopal Church and established that the
Sladesville School House and the previously unrecorded house no longer stand in the APE. In
addition to the church, NCDOT recommended the four remaining properties as not NR eligible.
In December 2017 the North Carolina State Historic Preservation Office (HPO) concurred that
the church is eligible for listing in the National Register and the Gratr Credle House, Jarvis-
Elixson House, and the Jarvis-Sears House are not NR eligible (see attached correspondence).
HPO questioned the non-eligibility of the Napolean Sears Store. Deliberations to resolve the
finding culminated in a November 2018 agreement that the store may be considered NR eligible
(see attached correspondence). __ _ _ _

HPO and USACE is required to address the effects of the project on the two NR-eligible

Thank you for your memorandum of October 31, 2017, transmitting the above-referenced report. We
apologize for our delayed response and offer the following comments.
We concur that St. John's Episcopal Church (HY0195) is eligible for listing in the National Register of Historic
Places under Criteria A and C.
We also concur with the not eligible determinations for:
� Gratz Credle House (HY0190)
• Jarvis-Elixson House (HY0196)
• Jarvis-Sears House (HY0197)
While somewhat deteriorated on the exterior, our staff recalls that the interior of the Napolean Sears Store
(HY0194) is fairly intact. Thus, we would recommend that an effort be made to ascertain the store's interior
condition, to the extent possible, and reconsider its eligibility undex Criterion C and perhaps under A for
commercial and social history.
The above comments are made pursuant to Section 106 of the National Historic Preservation Act and the
Advisory Council on Historic Preservation's Regulations for Compliance with Section 106 codified at 36 CFR
