The A.P.E. includes the area within 305 meters (1,000 ft.) from each end of the bridge and within 15 meters (50 ft.) of the centerline on each side of the road. The project is State-funded, will require Federal permits, and will require easements. No design plans have been provided. SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined: � There are no National Register listed ARCHAEOLOGICAL SITES within the project's area of potential effects. The Area of Potential Effects (A.P.E.) far the project is approximately 610 meters (2,000 ft.) long and 30 meters (100 ft.) wide. This includes the area within 305 meters (1,000 ft.) from each end of the bridge and 15 meters (50 ft.) from centerline on each side of the road. The bridge is oriented approXimately north- south. The Cultural Resources Review consisted of the eXamination of the topographic map (Pinetown, N.C.), the Beaufort County soil survey, an aerial photograph, and information about previously recorded sites, previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology (O.S.A.). The topographic map (Figures 2 and 3) showed that the landforms in the A.P.E. are poorly-drained floodplain/swamp next to the creek, with terraces overlooking the floodplains on each side of the bridge. Terraces next to streams, if well-drained, have a moderate to high potential for prehistoric archaeological sites. The soils in the A.P.E. are poorly-drained Muckalee loam and Roanoke iine sandy loam in the floodplains, and well-drained Altavista fine sandy loam and Seabrook loamy sand on the terraces. Research at the O.S.A. found no previously recorded sites near the A.P.E. Joy (1993) conducted an archaeological survey for proposed widening of US 264 a short distance south of the A.P.E. The US 264 widening project included mostly upland landforms some distance from a water source, and the survey recorded 38 historic archaeological sites/isolated finds, and no prehistoric sites. This result (only historic sites identified) clearly illustrates the prehistoric archaeological potential in this region. Upland landforms overlooking a stream/swamp/wetland have a moderate to high potential for prehistoric archaeological sites, and the highest potential area is adj acent to the water source. Sites are not as common farther away from the water source. Three sites (31BF225**, 31BF242** and 31BF243**) were recorded along US 264 near the intersection with SR 1611. One project, the "Barnett Pit" quarry located a short distance east of the A.P.E. on the south side of the bridge (ER 08-1641), has been reviewed by the State Historic Preservation Office (HPO). In August 2008, HPO stated that the proposed quarry was located on a high potential landform, and recommended a site visit to determine if an archaeological survey would be needed. Unfortunately the site visit could not be arranged, and no further archaeological review was recommended (September 2008). In addition, examination of property/parcel data indicated that a cemetery is located within or adjacent to the A.P.E. in the northeast quadrant. The owner of the cemetery plot is listed as Wendy W. Cooper. An archaeological survey was recommended on 6/12/2017 to test landforms with the potential to contain archaeological sites, and to investigate the cemetery. A visual reconnaissance of the A.P.E. was conducted by NCDOT archaeologists Damon Jones and Caleb Smith on 6/14/2017. The reconnaissance confirmed the recommendation for an archaeological survey. The archaeological survey was conducted on 10/11/2017 by NCDOT archaeologists Scott Halvorsen and Caleb Smith. The archaeological survey excavated a total of 15 shovel tests in all four quadrants of the A.P.E. Figure 4 is an aerial photograph showing the A.P.E., prominent features, and the locations of the shovel tests. Figure 5 is a topographic map showing the locations of the shovel tests. A description of each shovel test is provided in Table 1. The survey identified one isolated find (31BF440) consisting of three prehistoric artifacts recovered from a single shovel test. Southeast Quadrant The landform in the southeast quadrant appears is poorly-drained floodplain from the bridge south for approximately 60 meters (197 ft.), then a terrace that gently slopes up to a level upland. The area along the south bank of the creek is used as an access road (Figure 6). Pungo Creek is depicted in purple on the most recent topographic map (1974), indicating that something has changed since the previous edition (1950). A comparison of the two shows no noticeable change. There is a driveway located approximately 55 meters (180 ft.) south of the bridge that leads to a quarry (Figure 7). The driveway marks the boundary between the poorly drained floodplain and the terrace, and the land gradually rises from there to the south. The south end of the quadrant is a level upland that is occupied by several residences (Figure 8). ST 1 was placed along the south side of the driveway. The soil in ST 1 consisted of bands of gray and brown soil that is probably poorly-drained. From there, STs 2-5 were placed at a 30-meter (100-ft.) interval along the east side of the road. The elevation of the landform gradually rose from ST 1 south. STs 2-3 were placed on the gentle slope up from the terrace to the upland, and STs 4-5 were excavated on the upland a short distance north of the residences located at the south end (Figure 9). This part of the upland is a good distance south of the creek, but does overlook a poorly-drained area to the east. The soil in STs 2-5 consisted of shallow, hard-packed silty loam. It is currently a maintained grass yard, and the soil appears to be eroded and disturbed. The 1974 topographic map depicts this area as cleared so it may have been agricultural fields at that time. Also, the agricultural past of this area is illustrated by a tobacco barn (possibly older than 50 years of age?) along the east side of the road between STs 3-4 (Figure 10). Also, that part of the A.P.E. has a lower potential for archaeological sites because of the distance from water. Upland landforms overlooking a stream/swamp/wetland have a moderate to high potential for prehistoric archaeological sites, and the highest potential area is adjacent to the water source. The terrace at the north end is a residential yard (Figure 11), and the upland at the south end is an agricultural field (Figure 12). STs 6-7 were placed in the residential yard. This part of the terrace overlooks the floodplain to the north and west and has the highest potential for archaeological sites. No artifacts were recovered from either shovel test. The soil in ST 6 was a loose silty loam, while the soil in ST 7 was a shallow, hard-packed silty loam. A powerline runs along the west side of the road, so the soil in the A.P.E. could have been disturbed either by its maintenance and/or by residential yard maintenance and landscaping. No shovel tests were excavated in the agricultural field at the south end. This part of the upland has a lower potential for archaeological sites because it is farther from the creek. Uplands can have a moderate to high potential for archaeological sites, but the potential is the highest near water. The surface of the agricultural field was inspected far archaeological sites (in June 2017). No artifacts were seen on the ground surface. Northeast Quadrant The landform in the northeast quadrant is poorly-drained floodplain from the bridge north for approximately 90 meters (295 ft.), then a terrace that gently rises to a level upland. This landform is an irregular, amoeba-shaped terrace that extends south into the floodplain. It is surrounded by low areas to the west, south, and east. The topography in this quadrant consists of the creek, the floodplain, a raised terrace, a low area, a raised terrace, a low area, and another terrace at the north end. The three terraces are currently used as agricultural fields. A small cemetery is located within or adjacent to the A.P.E. on the terrace closest to the bridge (Figure 13). Ilofl6 Pr^oject Tracking No. 17-OS-0039 A total of six shovel tests were excavated in the northeast quadrant. STs 8-10 were placed on the terrace along the north side of Pungo Creek. This area was planted in soybeans at the time of the survey. ST 8 was placed approximately 30 meters (100 ft.) north of the poorly-drained floodplain, 10 meters (33 ft.) east of the road, and 10 meters (33 ft.) south of the cemetery. The ST contained three prehistoric artifacts, a possible biface fragment, a lithic reduction flalce, and a small ceramic sherd. The biface fragment and flake are made from the same material, a gray meta-volcanic stone. The ceramic is too small to see its tempering agent or surface treatment. In order to define the site's boundaries, identify more artifacts, and evaluate the soil conditions, two shovel tests were placed around it at 15-meter (50-ft.) intervals. ST 9 was placed approximately 15 meters (50 ft.) south, and ST 10 was placed approximately 15 meters (50 ft.) east. Neither contained any artifacts. Also, an examination of the exposed surface of the plowed field did not identify any artifacts. There was no room to put shovel tests any farther to the south, and no shovel test was placed along the north side because of the presence of the cemetery. ST ]] was placed in the soybean field on the north side of the cemetery, approximately 30 meters (100 ft.) north of ST 8 (Figure ] 4). ST 12 was placed 15 meters (50 ft.) north of ST 11. Neither contained any artifacts. The three artifacts in ST 8 are have been assigned site/isolate number 31BF440. The cemetery in this quadrant is located approximately 120 meters (394 ft.) north of the bridge and 30 meters (] 00 ft.) east of the road. The property is currently owned by Wendy W. (Waters) Cooper. A deed search (Book 1200, pg. 900) did not find any information about the cemetery. None of the descriptions of the three tracts mention the small cemetery plot. Currently, none of the surrounding properties are owned by Wendy Waters. This probably means that Wendy Cooper sold all of her lands except for the little cemetery tract. The cemetery is called the Paul Cemetery on the "Find A Grave" website (Find-A-Grave 2017). Find A Grave lists 32 burials, and provides all of the names and birth and death dates. (We recorded approximately 37 people, all of which are marked with headstones [Figure 15]). The burial dates range from 1924 to 2006. The surnames at the cemetery include Medlin, Waters, Paul, Harrison, Cox, Keech, Radcliffe, and Burroughs. There may be one unmarked grave. There do not appear to be any burials within the A.P.E. (within 15 meters [50 ft.] of the centerline). The closest marked grave to the road is 30 meters (100 ft.) east of the edge of pavement. One more shovel test (ST 13) was eXcavated in the northeast quadrant. It was placed on a terrace landform approximately 90 meters (295 ft.) north of ST 12. This terrace is separated from the other terrace by a small wetland. The terrace is narrow, and is separated from another terrace to the north by a wetland. Like the terrace to the south, it is currently used as a soybean field (Figure 16). ST 13 was placed approXimately 15 meters (50 ft.) east of the road. There is a large drainage ditch between the road edge and the terrace at this point. The soil in ST 13 consisted of bands of dark brown and dark gray clay loam, and appeared to be poorly-drained. No artifacts were recovered. The higher potential part of this terrace is probably the slightly higher ground to the east, well outside of the A.P.E. Like the northeast quadrant, this upland landform is surrounded by floodplain/swamp on the south, west and north sides. Two shovel tests (STs 14-15) were excavated in this quadrant. ST 14 was placed across the street from the cemetery, approximately 10 meters (33 ft.) north of the edge of the terrace overlooking the floodplain. ST 15 was placed approximately 30 meters (100 ft.) north of ST 14 (Figure 17). Neither contained any artifacts. The A.P.E. is currently a wooded side yard for a modern residence located at the north edge of the A.P.E. in this quadrant. There are several farm buildings located to the west, and the topographic map shows a structure in that vicinity (not the modern residence). No shovel tests were excavated north of ST 15 because of the distance from water. As mentioned above, in this region the part of an upland landform with archaeological potential is the part immediately adjacent to water. The archaeological potential lessens with distance away from the water source. Summary and Conclusions T �• � �r. � An archaeological survey for the replacement of Bridge 159 on SR 16ll over Pungo Creek was conducted on 10/11/2017 by NCDOT archaeologists Scott Halvorsen and Caleb Smith. The archaeological survey eXcavated a total of 15 shovel tests in all four quadrants of the A.P.E. The survey identified one isolated find (31BF440) in the northeast quadrant. The isolated find (three artifacts) is a sparse scatter of prehistoric artifacts and has little potential to contribute to the existing knowledge of prehistory in this area. No further archaeological work is recommended. The survey also identified a twentieth-century cemetery in the northeast quadrant. The Paul Cemetery contains the remains of approximately 37 people. There do not appear to be any burials within the A.P.E. for this project. Replacement of the bridge will not impact any burials. If final design plans show impacts to the A.P.E. in the vicinity of the Paul Cemetery then additional review may be necessary.
