Facility Overview:
The Coddle Creek WTP operates a conventional treatment WTP designed for a potable flowrate
of 12 MGD and a continuous wastewater (backwash) discharge of 0.6 MGD. Treatment process
for raw water consists of oxidation with potassium permanganate, taste and odor control with
powdered activated carbon, coagulation and sedimentation using aluminum sulfate and a
coagulant aid polymer. Sludge and filter backwash water is discharged to two lagoons, where
settling occurs and the supernate is dechlorinated then discharged into the UT to Coddle Creek.
The maximum, monthly average wastewater discharge between Oct 2015 and Oct 2018 was
approximately 0.9291 MGD.
Compliance History:
• Three NOV cases since last renewal; Two in 2018 for TSS limit, one in 2014 for Fluoride
limit. TSS, pH and Flow monitoring violation in Nov 2018.
• Within the past three years, the facility has failed three TOX tests; Jan 2016, Oct 2017,
Jul 2018.
RPA:
The maximum, monthly average wastewater discharge between Oct 2015 and Oct 2018 was
approximately 0.9291 MGD.
• Fluoride — reasonable potential to exceed water quality standards; maintaining current
limits and monthly monitoring.
• Iron — no reasonable potential, as there are no water quality standards currently. No
values were over 1 mg/L. Removing parameter from effluent table.
NCG59 General Permit Eligibility (for Conventional & Greensand WTPs):
• They've failed 3 TOX tests within the last 3 years (Oct 2015-Oct 2018), the most recent
failed test occurring in July 2018 — ineligible
• Fluoride limits required based on most recent RPA — ineligible
• Conclusion: Ineligible for NCG59 General Permit.
Changes from previous permit to draft:
• Updated permit map.
• Removed former footnote #4 stating "Parameters should be monitored in conjunction
with toxicity test.", as this is no longer required per 2009 Changes to WTP Strategy
Memo
• Removed Iron parameter in A(1) Effluent table. Application states Iron sulfate does not
have the potential to be discharged. As per "Assistance with BPJ on WTP renewals"
2012 Memo, Iron does not have a recommend limit and was monitoring only in previous
permit. All reported values in previous 4 '/2 years are < 1 mg/L.
• Removed daily max limit for Turbidity and updated monitoring frequency to 2/Monthly
per Table 5.1 in the "Assistance with BPJ on WTP renewals" 2012 Memo. Receiving
stream no longer impaired for Turbidity.
• Removed Zinc from A.(1) Effluent Table as permit application states Zinc -
orthophosphate or sweetwater CP1236 does not have the potential to be discharged.
Removed corresponding former footnote #2.
• Added regulatory citations
• Added eDMR footnote in A(1) and updated Section A(4).
• Updated former footnote #5 (now footnote #4) regarding WET testing.
• Updated information on Supplement to Cover Sheet to include max monthly average,
stream index, and HUC.
• Added facility grade in A(1)
• Added eDMR parameter codes to effluent table in Section A. (1)
• Updated measurement frequency for flow in A.(1) Effluent Table to continuous, per WTP
strategy as the facility discharges > 50,000 GPD.
• Removed former Section A. (3.) Permit Re -Opener — Whole Effluent Toxicity special
condition as the facility has passed > 75% of TOX tests in the last 3 years.
• Removed Ammonia Nitrogen from A.(1) Effluent Table as the application states that
ammonia nitrogen/chloramines do not have the potential to be discharged and is not
shown on the provided facility schematic. Corresponding former footnote #3 stating
"Facilities using chlorination will be required to monitor ammonia nitrogen on a quarterly
basis." has also been removed.

Coddle Creek Water Treatment Plant Lagoon System Sludge Removal Plan
NPDES permit # NCO083119
The City of Concord contracts with a private company, to remove sludge from the Coddle Creek
Water Treatment Plant (WTP) lagoons. The sludge removal contract is bid out to various firms;
the low bidder on the current project is Bio-Nomic Services, Inc. (516 Roundtree Road,
Charlotte, NC 28217-2133).
Sludge has been removed from the Coddle Creek lagoon approximately every 11/2 years. The
quantities of sludge average between 4500 — 5500 tons. The sludge is deposited at the BFI
landfill in Concord, NC.
