This area includes the subject property owned by Wal-Mart Stores East, LP (16 acres +/-), 3 outparcels (adjacent to the subject property) owned by David Rose and partners (3.5 acres +/-), and 40 acres +/- of undeveloped, agricultural farmland owned by David Rose and partners. Of the 60 acres, only the Wal-Mart property is within the town limits of Nashville, NC. The remaining acreage is within Nash County. The Wal-Mart property and the 3 outparcels are zoned B-1 General Business District. 40 acre tract is zoned A-1 Agricultural District. As noted in the Pre-construction Notification (PCN) document, the subject project impacts an existing wetland and an existing intermittent, unimportant stream. The wetland impacts are less than 0.10 acres. The stream impact is 818 lf. The stream flows via an unnamed tributary to Stony Creek, approximately 1 mile downstream. The Wal-Mart property will be fully developed upon completion of the proposed project. The project will include a 153,000 square foot store and a 739 space parking lot. In an effort to study the impact of commercial development on water quality standards, Wal- Mart is partnering with Dr. Bill Hunt, P.E., Assistant Professor and Extension Specialist, North Carolina State University, to design and construct Low Impact Development (LID) measures. The measures that will be constructed with the project include constructed wetlands, bioretention cells, and permeable pavement. The study will measure the impacts that LID measures have on pollutants such as nutrients, sediments, bacteria, and temperature as well as impacts on hydrology such as runoff, evapo-transpiration, and infiltration when compared to commercial developments without LID measures or commercial developments with more traditional measures such as wet ponds, dry ponds, grass swales, level spreaders, etc. With regard to indirect and cumulative impact of future development within the study area, the anticipation is that there will be little or no impact on water quality standards. Future development within the study area is likely to first. occur on the 3 outparcels adjacent to the Wal-Mart property. The outparcels are expected to be developed as typical commercial properties such as restaurants. Each parcel will be developed individually and is anticipated to be 85-90% impervious. Please note that the stormwater runoff measures proposed for the Wal-Mart project are designed to handle post- development runoff from the 3 outparcels. Therefore, there will be no additional impact with the development. 1 It is anticipated that the remaining 40 acres of agricultural farmland will be developed into commercial and/or retail space in 5-10 years. Before the property can be developed, it will have to be re-zoned from agricultural district to general business district. Furthermore, the property will have to be annexed into the Town of Nashville in order to be eligible to receive city water and sanitary sewer service. Therefore, the property will be required to conform to the stormwater management requirements of the Town of Nashville. Per the attached letter, the Town has committed to requiring on-site stormwater management measures for development on this property. As it pertains to stormwater for projects where adequate capacity can not be demonstrated in the receiving storm drainage system, the owner or developer may make improvements in the downstream drainage system to provide adequate capacity or install a stormwater management system. This system at a minimum will not increase the stormwater runoff rate from the property as a result of development of that property.
