Phillips III 8652 Valley Brook Drive Raleigh, NC 27613 Subject: REQUEST FOR ADDITIONAL INFORMATION Phillips Residence Dear Mr. Phillips: On February 21, 2018, the Division of Water Resources (Division) received your application' requesting a Riparian Buffer Authorization from the Division for your project. The Division has determined that your application,is incomplete and cannot be processed. The application Js on - hold until the following information is received: • Please provide more details regarding avoidance and minimization of the buffer impact for the retaining wall for this project. According to the plan; the retaining wall extends .. to the north 110 linear feet beyond the footprint of the house. Please describe in detail the.necessity for this extensive footprint. [15A NCAC 02H .0506(f) and (g)] • On Page 3, Section D, Part 1a. of the Riparian Buffer Authorization Form it states that the retaining wall will prevent impacts to Zone 1 of the buffer. In paragraph 1 of David Miller's letter dated February 7, 2019 it states that the required 3:1 slope required to stabilize the bank will enter Zone 1 of the buffer of Hare Snipe Creek. Please clarify if impacts to Zone 1 will occur. , • The site plan/impact map should clearly label and show Zone 1 and Zone 2 of the Neuse Riparian Buffer and be measured from the top of the streambank. If all of the requested information is not received in writing within 30 calendar days of receipt of this letter, the Division will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee. Please respond in writing within 30 calendar days of receipt of this letter by sending four copies of all of the above requested information to the 401 & Buffer Permitting Unit, 1617 Mail Service Center, Raleigh, NC 27699-1617. Please be aware that you have no authorization under the Neuse Riparian Buffer Rules for this activity.
